President McKinley has suspend. ;d indefinitely all negotiations (h-Uvccii Ibis countrv and Spain for a trade treaty which was being prepared between the United Slates and Culm. This action on the trade treaty is be cause ot the revelation in lie Louie's letter that Spain was negotiating' in the mailer with the United States with the dishonest purpose of deceiving the ad ministration and only as n "bluff." Asiisianl Secretary of Stale Day makes public today the text ot ibe official com munication received from Minister Woodford at Madrid last night, the de tails of which were not made known to the press. This cablegram from Minister WoimW ford stated that the resignation of the Spanish .Minister was accepted and Unit Ihe First Assistant ilu Ilosie hud been placed in charge of the legation. The acceptance of Ihe resignation by the resignation by Spain was done upon a second dispatch from do I.onie to his (lovei ninenl demanding that it be acted upon. I le Lome showed his skill in diplomacy by getting in his resigna tion before a recall could be made. The MiniMer cabled hi resignation the mo ment he learned thai the letter bad been published. This has left the situation as it stood yesterday w hen the President anil Assb Innl Secretary Day learned that lie Lome bad outwitted Iheui bv having Ins resig nation accepted, thereby placing him out of the reach of diplomatic discipline The government is deeply chagrined by the cureless way In which Spain has treated the I)e Lome affair. There is a growing disposition by the administration not to wiihdniw the offending Minister, but to hand linn bis passport Mini furnish him an escort to the steamer which would in a wav lie a mink of disgrace lo the retiring minister. The afternoon L..iidon pairs appro c Ihe action of tin. Culled Slates in the I c Lome affair. The general comment t y the foreign press is on the coolness din played by Ihe President under tin prov -cation. There bad been such severe comment upon the Southern for the re duced rates said to have been granted the Kound Knob Hotel, that Dr. Abbott wanted a full investigation as to other hotels on other lines. Dr. Abbott re turned to Halcigh late Saturday afternoon. It was near midnight when he found that Mr. Itrown was preparing the sub pienas according lo bis(Abbolt's orders. Dr. Abbott declares that Pearson i.- ginhv of a great piece of impertinence. The governor has declared that if Abbott ipposes him any more that he will re move him from oflice. It is believed by many that if Russell attempts to do this that be will be impeached.
