C. May 5. f Goternor Russell yesterday appointed Calvin D. Cowlea of Wilkes, Lt. Colonel of the 1st Regiment, and Andrjw D. Lt. Colonel of the 2nd. The Colonel for the 2nd has not yet been appointed. Col. W. H. 8. Bnrgwyne, Capt. B. P. Dixon, and ex-Judge Spier Whltaker are the names dlgcuesed for the place. The State Guard numbers 80 companies. Of these 13 companies have volunteered. All the companies in tbe 1st Regiment have been musleredMnto the service of the gove: nn cnl. The pay of the officers per year la as follows:' Colouels, $3,S00; Lt. Colonels, 3,000; Majors, $4,500; Captains, $2,500; 1st Lieutenant, $1,800; 2nd Lieutenants, $1,500; Chaplains, $1,500; Surgeons, $1,500; Privates, $1,850. The Governor now has the appointing of a Colonel for the 2nd Rigiment, three Majors, four Adjutants and a Chaplain for. the Second. Ono Major and two Adjutants for the 1st regiment and some minor ofllccrs. Each company of course hag 1 Captain and 2 Lieutenants. The United Stales Quartermaster General has telegraphed that all rejected men must pay their way back home. The health officer reports for April 20 deaths, and 20 berths. Both about evenly divided betwen the two races. The Mayor of the city has tendered to Bryan Grimes Camp the free use of the bath houses, and bathing pool at Pullen Park. There are no facilities for bathing right at the camp. Nearly every store in the city will be clostd during the Memorial ceremonies on Tuesday May 10th. The Cape Fear & Yadkin Valley It. 11. case has been decided by the 1', S. Court of Appeuls, and the road will be sold as an entirety. The opinion is written by Judge GofT, Judge Purncll dissenting. There is very harsh criticism of the management of the Commissary depart ment of the amp here. The Academy of Music has been leased by Mr. R. C. Hives for the coinint; sea son. Ho has now gone north to book good attractions. Dr. J. J. Mott who is at the head of the silver Republicans In this State has is s ted a call for them to organize for the coming campaign. The volunteers in camp here arc en titled to pay from April 27lh, so says the Adjutant General. Capt. It is hclii'vid that the connecting end cf the cable running to Hong Kong may he still in the hands of the Spaniards. The Journal publishes a dispatch from Singapore, through British sources, which says tli.it. the Americans hold Manila and are exercising the powers of government. The dinpatch says that the foils have lioen reduced, and the Spanish fleet destroyed, and that, the leader of the insurgents has been sup plied by Commodore Dewey with arms for the rebels. Blanco is preparing to meet the coining invasion of the United States Army by concen trating all the Spanish forces around Havana. The evi dence against him was not direct enough to convict him. The Navy Department feels anxiety regarding the whereabouts of the torpe do boatErricson and an attempt will be ma le to locate her if she docs not return to tbe fleet at Key Wtst by ton orrow, May Bombard Noon. If the department bears definitely that the Spanish fleet is now at the Canaries the silencing of the guns at Mono may shortly begin, and a division of the fleet be sent to Porto Rico to seize that island. Admiral Sampson's orders have been to confine his operations to blockade duty and not provoke attack from the Cuban forts nt Havana. Hut now that the Spanish fleet is two weeks sail from the gulf, he may he permitted to begin the work of demolishing the fortifications, while the armp is held in readiness to be conveyed to Cuba. The safety of the Oregon will no longer be questioned if the fleet is at the Canaries, nnd her ar rival at Key West would antedate the Spanish fleet by several days. Tbe Pacific (nam. Preparations are being rushed at Ihe Mare Island Navy yard, San Francisco, for the transportation of troops to Ihe Philippines to reinforce Commodore Dewey in his possession of Manila, which is believed to he assured. Outfits are completing for three thous and men, who are to leave for four months service in the East. Already six hundred CnliforniaiiH are in barracks, awaiting orders to leave. The cruiser Charleston is ordered to leave the Pacific coast for Manila not later than May 15th. Word has reached Kay West that in a fight between Spaniards and Cubans, Ihe insurgent leader Colonel Joan Delcgado was killed. In this skirmish there were twenty one Spaniards and Cubans killed. The light took place in Havana Province. The Alfonno XIII. The big transport ship Hie Alfonso XIII is officially announced at Madrid lo have arrived at Porto Rico. The vessel left Spain for Havana car rying 1,100 soldiers, supplies anil half a million dollars. The Navy Department hoped to make a prize of this vessel and instructions were given to Captain Samp son to look out for her.
