V AsiitM.ii'N. May There is inure e x it ctiiti. mi lhan war news in NSnshiug. ton, so far as the public i.s concerned. Tba is why the hourly rumor fouls Ik-- lievers 110 matter how wild it may U There is news important news but il is f contemplated movements rather than f buttles fought aud things accomplished onseipiently it conies under the band of the censorship which has licen estab hhed by the government and is not al lowed to la.' made public. Il relates to the movements of our warship which are ryitijj to get that Spanish fleet which is ilmline- around Cuban waters cornered w here it w ill he hound to light, and there are reasons for expecting the success of the efforts. Talk is again prevalent of postponing the invasion of Cuba until fall. The rea sons given are that, the rainy st ason will begin in Cuba about the tenth of June, dtiiing which it will be impossible to carry on an aggressive campaign, and that it will reipiire several months time to manufacture, the amount of ammuni tion that will be needed by the army. The fact that this talk is semi-oftlcially encouraged, instead of being rebuked. makes it probable that it is intended to throw the Spaniards oil their guard. Il is only the Spaniards who have contend ed that military operations could not be carried on in Cuba during Ihn rainy sea son, the insurgents have proven to the contrary by making their most active campaigns during that season. V. S. troops may be landed in Cuba any day. What else are the troops being hurried south fin? President Mclvinlcy must have suc ceeded in getting exceptional men in his Cabinet. When everybody else is en gaged in trying by hook or crook to gel a pointer on the plans of the army and navy, the members of I he Cabinet decided that il would he best, to confine such knowledge lo the President and the Sec. retai ies of War and the Navy, and in accordance with that decision reipiested Ihe President, not to discuss intended movements at Cabinet meetings. The gentlemen who have Hula cut themselves off Irom opportunities lo know every thing going on and to go on say they did not do so from any lack of interist, but from fear that they niigbl, if they knew the plans, in an unguarded moment say something that would serve as a foun dation fur publications that mi.;ht result ill frustrating those plans. The administration thinks it will be good policy for Congress lo clinch the friendliness expressed for this country by the officials of France hy making an unusually laiare appropriation for A n. r ican representation at the big Paris Kxposiiion in lil'X) - something like sf-l,-OOO.Oim.
