At both the War and Navy Departments it is staled that all the news received indicates that the victories of the past week have de moralized the Filipinos, and that their I early submission Is looked for. This is decidedly cheering and there would lie 1 great rejoicing were il not for private 'dispatches received via Hong Kong, , which say that the war is likely lo go on ' for an indelinale period, and that it is 1 liable to break out iu fresh places any time, owing, to the treacherous nature of the Filipinos, and their emnily to Amer ica; that the natives in Manila itself are organised and ready to take advantage of any opportunity they may gel lo mas sacre ami burn, and that the whipping of Aguinaldo's army as a Ixxly will only result in turning the war into a bush whacking guerilla affair. The Navy Department has been ad vised of the arrival at Manila of the battleship Oregon. The follow ing is the cablegram received from Admiral Dew ey; Manila, March 18. "Secretary of the Navy, Washington; "The Oregon and I he Iris arrived to day. Tbe Oregon is in lit condition for a'iy duty.'' Additlonel supplies of smokeless pow -der ammunitiou arc to be forwarded to Manila by the next steamers leaving San Francisco and New York. Preparations are being made by the army ordinance bureau to maintain in Hie Philippines large quantities of ammunition, so that tho stock on hand may never lie re duced below a certain limit. A warning bus been sounded concern ing the crafty methods that arc being used lo create a sentiment in this coun try in behalf of the Panama Canal, a project through which the poor people of France have already been robbed of mill ons and a scandal created w hich, for a time, threatened the existence of the French republic, anil which caused Fetdi nand de Lcsseps lo end bis days under the shadow of disgrace, that is worthy of more than a passing notice. Senator Frye found out while lie was in Paris as a l'eace Commissioner, that the managers of the Panama Canal Company Intended to make the attempt to gel control of the United States Congress, for the pur pose of gelling legislation in favor of the Panama ('anal, and, of course, a big pile of L'ncle Sam's good dollars. The scheme succeeded lo the extent of get ling legislation for a Commission to In vestlgatc both the Panama and Nica ragua routes, work which Senator Frye points out was done by a Committee of which he was a member, more than twen ty years ago. The next move In the scheme Is a free trip given to such Sena tors and Representatives as will go, for the alleged purpose of investigating and inspecting the Canal routes. There was a very large crowd present, many being unable to secure seals in the chapel. All were very highly pleased with the new building in all lis apart ments.
