Knlercil at the l'ostotlice, New Item li. C. aa second-class matter. Section Two, Friday. May 2i. 1!0 AN IMPOSITION OF THE SOUTH'S 1). VELOPMENT. The recent, trip of a staff correspon dent of the Baltimore News through several of the Southern States, and Li ft rite up of the places he lias visited, is s uotablo piece of journalistic enterprisi on the part of the Baltimore newspaper It Is this kind of exposition of tin South s resources and development , ol the splendid industrial progress ami commercial activity shown In cities ol North and South Carolina, and (leorgiii all written up and fully described In such a paper as the liallliuore News which is of incalculable value to tin sections and cities described. However much these places be written up at home, there is a distinct di Herein e between these home w rite tips, and I he wrile tips liy an outsider for an outside newspaper. Local Industrial issues, pictorial ami descriptive, possess great value when well done, in presenting the claims of bucIi places to the settler or investor. Hut as before noted, such w rite up coming from an outside source, through practically disinterested channels, pit iless a separate value. In this particular the ltaltimore News in its descriptions, showing the wonde r ful development in the South, gies then' descriptions and readings of the progress in the South, lo a class of read ers that would not be reached by the ordinary local industrial issue That the sections and cities described by the News correspondent will be greatly lienctiUed, there (fan 1m: no doubt. The ltaltimore News, also, cannot fail lo lie material!) Iienelilled by its enlei prise. NOT A DEAD PROJECT. The matter of the establishment of n cotton mill in New Hem, may seem on account of Its nut being publicly di tussed, or often noted in these columns, lo have fallen through, or lieen dropped as a possibility. This Is very far from the Irue situa lion. The facts as regards the cotton mill project for New Hem, are that the pay meuts on the slock t subscriptions are lieing paid In as they fall ilue, anil the Treasurer of the company reports that the lockholders pay promptly when called upon. This indicates a healthy condition, one In which there Is every assurance of ucceM In the establishment of the cot ton mill, as projected. Hut while this Interest Is lielng so well maintained, by the payment upon stock ubacrltied, there should lie no lack of Interest shown In oilier ways, which might lead to a speedier success of thr enterprise. I'ayment of slock suliacrllied for Is all right, hut tills may Iwcomc monotonnup, unless these same meant employed, pub lie discussion or some other notice, which hall arsuse greater local Interest. While tbe cotton mill project Is not dead by any means, let It not liecome loo quiet s mailer through lack of open dip cession or talk.
