Semi-official advices received here indicalo that active hostilities are about to begin between Colombia and Venezuela. The delay In proceeding to eitremes has been largely caused by the lack of a suitable stock of arms and ammunition by the Colombian Government. This Is about to be remedied. News comes to day that the British steamer Ban High, which recently excited suspicion by loading a large cargo of arms in Euro pean waters, supposedly Intended for the Boers, was really chartered by the Colombian Government, She Is now near Colon, and when her cargo ia dis tributed, among tho Colombian troops hostilities, It Is expocled, will begin be tween Colombia and Venezuela.
