It is the community without special or great educational advantages for its youth, which is hard to convince, that in keeping down its tax for education, it is lmDerflln lu religious, social and commercial welfare. In area each State is about the same. In resources of Iron, coal and timber the Southern States are greater than Ohio, and in climate they also excel; in soil all are about equal. Yet Ohio, the youngest State of the three, has a population equal to the other two together. In 1890, Ohio man ufactured products to the amount of 1641,688,000. Tennessee and Kentucky, $199,075,000. In 1890. Ohio spent 610,448,634 for schools, while Tennessee and Kentucky spent both of them, $3,530,851. Ohio never had enough illiterates to make a 'class; until- the advent of her iron and coal business the illiterates over 10 years old were lest than. 8 per cent, and are now less than 2 per cent of the native whites. Comparison or illustration on this subject is only made to show how tremendously education affects the in terests of a State. This is the commer cial side, and if the figures were avails ble, no doubt this same proportion might show for religion and society benefits received for the money ..spent for educational advancement of the youth. , : THE EXPENDITURE IS NOT LOST. The great sums of money spent by this country, in its Navy manouvers, and target practice has been a source of wonder to foreign nations. - ' But the war with fipatn demonstrated the fact that the seeming waste of money in preparing for war, was wise course to have pursued, the battles of Manila Bay and Santiago showing the efficiency ot the American seamen. The pardon is granted, and the man set free, or whose sentenced Is com muted, goes forth either an Innocent man with the mark of criminal upon him, or a guilty man, to prey again upon society. me trouble is not with the power given the Governor to pardon, but in the authority of the court which convict?. Like the haste In lynching, so is there haste in the prosecution of men and women convicted of crimes, which finds new testimony, too late to restore the lynched man to life, and too late to save the man orwoman from too brand of the pecitentKry, to which they have been sent. About 13,000 men have returned to work, while some 8,003 are still out, many because their placet have bet a filled, and others because of aa enforced lockout, which the lumber dealers will raise on Monday.
