It aeema to hare been left to the newt paper men, to offer a means of ending the coal strike in Pennsylvania, which may prove the solution of this difficult problem. According to preaa reports, a commit tee, headed by the proprietors of Boston newspapers, has sought relief in the courts for the present eoal shortage, and consequent high prices, by asking that a receiver be appointed for the coal com panles and coal carrying roads. This action has a legal basis of coarse, with the following In support of its pesl tlon. "Since the public have a right In the mines, a right to have coal forthwith mined for Immediate consumption and have a right to have that coal Immedi ately transported outof the mine regions by the coal-carrying roads, a court of equity would, If no other solution of the difficulty is open, have authority to, and upon the application of a representative proportion of the people niidoibtedly would, appoint receiver or receivers to take Into his or their hands the whole business in the hands of the anthracite coal combine and to run It In their place." How far this legal theory can be found and made practicable, and there upon be put Into execution, remains to be seen. Certainly the public would seem en titled to an equity ;in this coal matters and ought not to be made to suffer un necessarily, either through exorbitant high prices for the fuel or be made to do without this commodity because of the personal differences of mine operator and miner. If the public's, that Is the comramer'i equity can be established, there will be no more strikes, at least none to serious ly affect the welfare of the.publlc. UNDER ESTIMATING THE INDE PENDENTS. The Greensboro meeting of the Inde pendent Democrats on September lltb, must not be the gauge to determine the Independent movement. Neither are the movements in the se veral counties, termed "Incipient politi cal eruptions," to be taken as the real test, numerically, of the local feeling of political Independence which Is now ro prevalent in North Carolina. What may be called the "Machine party men," Ignorantly or purposely cry down and belittle the above move ments, as either Inspired by the "Kadi. cals,"that is the Republicans, Jot that those calling themselves Independent Democrats are Republicans in dis guise. The occasional announcement seen In a State newspaper, that "the negro Is still In poUtlca," and also the occasional warning by some fiery stump speaker, to "beware of the negro at the polls," cause only derisive smiles down this way. The change In the public demeanor of the colored man In this section In the past two yean is most noticeable, and can be best appreciated by those who must come In dally contact with this cltlsen, for the colored man today is no longer the politician, but Is (turning his efforts towards a citizenship for him self. This is especially noticeable here by the Purves Industrial School, which has for Its purpose the training of the colored youth into the knowledge of practical workmanship, so that they may become fitted to earn a livelihood. In the country, the colored people have never been so industrious. They have raised good crops, tnd these have brought good prices, and with the profits the colored farmer is putting improve ments upon bis farm, In new bnlltllngs and securing batter muck and farm utensils for his use. Where politics were two or three years ago the chief .and only topic of ennver satlon among the colored race, there Ib not a word heard today. The colored man In this section is seeking his own advancement, lie is ont of politics as a factor or element and deserves all encouragement in bis new course of personal advancement. The colored race In this section has accepted the amendment. If the color ed citizens is preparing himself to vote, he is not boasting of it. Today the two large cannon were set in granite beds or bases on each side of the Confederate monument, at the weBt column to the Capital square, and thoy add greatly to the appearance of the monument. These puns were originally naval 32 pounders, one dated 1848, the other 1352, and they were taken at the Norfolk navy yard when Virginia occu pied it In 1861. They were sent to the Tredegar Iron WorkB, rifled and made 6 inch rifled guns and a wrought Iron band was shrunk on the breech, making them greatly resemble Parrott guns. They were mounted on the sea front of old Ft. Caswell. When In January 1865 that fort was vacated they were left loaded and spiked. The State Boad of Education has sold to James A.
