Rolelgh, Sept. 2J Judge Purnell ir Federal court made final order In noted Ouyler-Flnch receivership lull against the Atlantic and North Carolina Rail road Company which wot dismissed a few days ago except as to the Issuing or der for the allowances to complainants and their counsel. The Judge declines to make any allowance at all, holding that there Is no to. ce In the argument of the complainants' counsel.
