The second declaration at the polls, by a majority vote of the citizens of New Bern, in favor of local prohibition laws, is enough to convince every one, that public sentiment in this city must favor such laws. The number of indictments against offenders of the local prohibition laws, and convictions and sentences of these offenders in court, is proof that the law side, in the way of judge and jury, isequalU pronounced against those who violate the law as to liquor selling, even if the party attempts to stand under a United Statt s license. The court trials this week have pi oven that those who tried the shield of a government license were in as great danger as those who tried to sell secretly. The government license in itself, has convicted without the need of other testimony. The Uni ted States license, today it this city, U a dangerous sign to display, for those who have it, except druggists, at once because subject to indictment, as be ing dealers in goods, contrary to law. Besides the statute side of the local prohibition law, there is the moral side, as it appertains to each parent, each citizen and specially to every Christian. A vote for prohibition, ought to mean the voter's pledge to assist both the statute and moral laws, and to sustain not to be expected that prohibition in its fullest acceptance will be at once established. Two years have not been enough to make prohibition prohibitory. Will two years more? That is the ques tion for the individual, not for the mass of people to determine. Prohibition will be lived as there shall be the per sonal effort. These are the two phases of the local liquor situation. The statute law to strike down the offender who deals in the sale of liquor. The good citizens purpose, tne christian idea, to use moral suasion, so that there shall be sobriety, and the constant lessening of the blind tiger evil; the decrease of buying in quantities to be hidden away and used for convivial purposes. Shall those placed in charge of the public welfare, fearlessly execute the laws? Will those who have the moral uplift of the community, at heart, and every good citizen must have it, will these citizens be true to their trust? These are great and pressing issues which confront every citizen of New Bern. They can be answered, and as they are, so shall this community be blessed and prosperous. MILK INSPECTION AND HEALTH-! The increase in the consumption of milk in this city, and the increase of the dairy business in thi immediate vicinity, is worthy of the attention of the health authorities. It is not that the milk coming here is bad, or germ laden, or that the fecal dairyman is negligent of those things- that call for milk being in its purest and safest con- ition. A recent article in the local columns of the Journal, shows that the inspection of a large dairy here, resulted in finding a most excellent condition. But there are sanitary rules in most cities, which prescribe for. the proper health methods in regard to milk, in its every stage until it goes to its final consumption. The reason for these precautions, are known to every physi cian. To many persons who are at all f ..miliar with sanitation, and who know cf articles , particularly attractive to ; mi that breed disease, milk is t ,ni to be peculiarly susceptible. It is the money spent in the ounce of prevention that often saves the latter trouble and expense. , - WHAT NEXT, MR. CITIZEN 7 The activity which has developed, lo cally, through the contest for and against a dispensary, and the agitation that came through the Law and Order League, on the question of Water and Light Commission, which has led to legislative action to abolish this com mission, all this local demonstration which has involved directly or indirectly every citizen and tax payer in the city of New Bern, all this should make the way easier for further active participa tion in municipal affairs of every citi zen., tor the citizen and tax payer to take an active part in municipal affairs, is good citizenship. It is business. It is necessary if there is to be a full guar dianship and useful as well as able ad ministration of municipal matters, j which will lead to better local develop ment, and greater material prosperity. Citizens may neglect to take a per-' sonal interest in municipal affairs, to know what is done in the way of re ceipts, to fail to understan what mon ey is expended, and how it is spent. It is not too much to say that this very kind of careless and indifferent citizen ship, leads to abuses which prove very costly to the tax payers. In private business matters, the aame'neglct would aoon lead to bankruptcy. But the present local situation is one calling for the personal interest and taking bold of municipal matters, by every citizen. The very activity of the dispensary contest, and the work of the citizens, ought to provoke a continu ation of the same interest. Local pros perity need not depend upon liquor sales, through dispensary or through law breaking means. It is no exag (oration to say that if the two opposing forces in the recent contest, will now Join, and urgn a better New Bern, in the way of progressive development, materially and industrially, the trade interests of this city will gain $250,000 idutii jl397. The blizzard which has prevailed all over the country during the few days past had just a little 'snow left in its great reservoir, so it dumped what it had on New Bern yesterday morning. The ground was well covered with snow and it presented a ' very pretty sight. It was three or four inches deep and was readily packed. ', It afforded a rare chance for sleds and sleighs that are kept in the city for emergencies of this nature were kept busy for several hours. Runners slipped over the'ground after a fashion but it was hard on the horses. :. v . The fickleness of the climate was clearly demonstrated as the day went by, rain descended and made a Jmess of the snow. . The snow ball fiend also was on hand and many a poor wight was peppered with the icy spheroids and had to run to cover. The rare sport was not confined to boys and girls but men and women indulged in it and ail seemed to enjoy themselves. Mr D C Taylor and family have moved in Clarks; we welcome them here. The logging firms seem to be doing a good business from all indications. . Business around Clarks seems to be moving on all right The health around here is generally good. 1 ' , . ' ; There is one thing we need at Clarks and that is a waiting room and a place to store freight out of the weather. We hope that the railroad company will accommodate us that much, there is a good deal of freight put off here which la exposed to the weather. There is also considerable passing or getting on and off of the train at this place, and it certainly is bad for ladies and chil dren that have to wait for the train whep the weather is rough.
