CLEANLINESS THE FLY PREVENTIVE. The common house fly has al ways been held as a source of per sonal discomfort, rather than a source of real danger to life, until recently. The fly today is recog nized as a serious menace to public health and life, and yet there is no concerted action by communities to destroy the source that breeds the fly. i The fly, strange as it appears, is a product of civilization, that is the iusect known as the house fly is only found where there are hu man beings. Man wants cleanli ness, as u general.', thing. Person, clothes, food must be clean in the sense of the absence of any sign of dirt. The house is screened against the fly, and yet the source of the fly, filth, is left around the premi ses to become the breeding ground of endless and countless swarms of flies. The fly coming with society, is kept an intimate, though a deadly one, of the human race, simply be cause of man's laziness and care lessness. There is no more excuse for filthy premises, than a filthy person, or unclean food. The screen, the poisonous fly paper, are not fly preventives, but remedies for an evil peimitted to breed, develop and become s live and active source of personal annoyance and possibly physical death to mankind. Fly eradication must come through the complete destruction of the source of the fly, namely, filth. This is no impossible task.. Why cannot each household go beyond its individu al members, in ths matter of clean liness, and have clean premises, the en tire.entire absence of filth t Bring this about, and the fly ceas es. But this is a work for every household, for one yard or alley of filth can breed flies for an entire neighborhood. The work must be one of entirety, cleanliness evary where. USE AND ABUSE OF PARDONING POWER. The past few weeks have been no ticeable in North Carolina, in the discussions aroused over the Gov ernor's pardon in the Bhemwell case, and other pardons granted during this period have been used by those opposing Governor Hitch in, as additional arguments prov ing Mr. Kitchen's weakness. Look ing backward, have not many Governors been severely criticised for their use of this pardoning pow er f As for inside facts, the Jour nal could point to the record of a case of pardou by a former Gov ernor tint far exceeded the Bhem well pardon, accepting the side of the stiougest denouncers of the Bhemwell pardon, as being an out rage. ,y . ; . , .'.' There ant abuses of tho pardon log power, but if au examination be made, it will be found that these abuses grow out of the per soual, the wish to favor not ths criminal, but those seeking the pardon bo are also quite likely to be mom concerned from personal reasons, than real regard for the criminal. , Pardons granted for heath reasons hardly call for dis cu'viion. To an outsider, it appears strange that a man should be tried, found. guilty and senten ced to the penitentiary, aud then to have every one of his former prosecutors within a few months come out for his release. It makes the court's action look unjust, un warranted, and seriously questions the court as a just safeguard for society, in thus making criminals. The court sentence is presumed to be for the protection of society, the individual beiug merely inci dental, and his or her removal lo confinement simply an added pro taction for society, also a warning to those inclined to violate the law. That an abuse of the Gov ernor's pardoning power may oc casionally occur, does not warrant its abrogation. Exercise greater care in the sentence of the person at the bar of justice, and the par don issue will seldom come up for public discussion, much less abuse of the State Executive for its use.
