ONE PRESIDENTIAL TEEM E SOUGH, That an amendment to the con Btitution, making the presidential term six or eight years, the Presi dent not again eligible for election has been demonstrated needed by the political "campaign waged between a President and ei-Presi dent, and the convention which followed. The present system of four years and again a possible four years, is very different from a Bingle term of eight years. Under , the present system the President hardly learns his duties before he must seek the field in order to gain a renomination. It unsettles his public policies, for with a re nomination sought there must be catering to factions, cliques and even states. Interests must be pla cated rather than aroused, in fact the present four term system, and eligibility to succeed himself, makes every President hew to po litical lines, rather than to those lines so essential to public prog gress and advancement. ' The third term opposition, held so strongly by the people up to this time, is likely to be overcome, snd with the powers invested in the President, with huge patron age, favors to "big interests," an unscrupulous incambent might make his term of office almost in definite, or until a revolution took place. The character and honor that invested a presidential term tinder Washington, Jefferson or Lincoln has disappeared. Their second term election found no sea sonable objection, and history be stows credit on their administra tions, because of services rendered. The President's office today has so much more in it than in those early days, that the position involves much more than the personal am bition of one man. With a tariff that concerns big industrial and commercial interests, and the va rious affairs that touch every state, there cannot be given the people patriotic services that they should receive. A. single eight year presidential term would bring about a vast change for the public good in better and wiser administrations. . INSUPERABLE DIFFICULTIES FOB NEW PARTIES. "Alexander Johnson wisely remarks in his "American Political History' "the revolution of a new national par ty Is now attended with almost insaper able difficulties. It must be the result either of the patient labor of years in a clear field, as in the esse of the Dem ocratic party or of a great popular movement.' sustained long enough to produce a regular army put of a mob as in the esse of the Republican party. Until some successful substitute for the convention system is discovered we msy consider the sporadic third party national contentions as foredoomed failures.' Followers .of such a character as Theodore Roosevelt, chargrined and humiliated after boasting for months that they would sweep the Republican National Convention, naturally think that right is theirs and the world will follow their ex it into bolting and forming a third J-arty. The Marine Hospital Servic states lhat an investi gation made in January showed 146 known lepers in th Uaiced States, of whom forty had come under observa lion for tbe first time in 1911. There were 278 known lepers in the country in 1901, In Hawaii there were 696 cases, of which 65 were newly reported; in the Philippines, 2,754, of which 1,142 were newly registered, and in Porto Rico, 28 of which 10 were new. President Taft yesterday sent a special message to Congress recommending tbe immedi ate appropriation of $1,350,000 for use of the war department in the Joint ma neuvers of the reg ilar army and the national guard next month. The presi dent also asked the appropriation of ICS, 000 for urgent necessities of the war department. Both items were in the general army appropriation bill which the president vetoed, The message was referred to the committee on military 'sffiirs sfter Chairman Hay indicated that action would te taken to enable the war de partment and the national guard .to go ahead with plans for the maneuvers. The first will be at Manassas, Va., be ginning on July 5lh. It is stated at the war department that the projected maneuvers will be so much larger than anything of the kind ever attempted before in this country that they may fairly claim to equal in extent the annual maneuvers of the great European military powers.'
