Revelations even more amazing than those con tained in his original affidavit were made by Isadore Rader, Brooklyn mer chant and east side 'Fagin," in a sup plementary confession which he dic tated to Assistant District-Attorney Morns Moskowitz. He revealed in the fullest details the operations of the secret alliance between the police and the criminals of the underworld. Detectives who did not figure in the sworn statement made by Rader in Judge Swann's chambers last Friday were implicated, and the identity of a score of wholesale merchants and auctioneers who, Rader swears, dis-' posed of stolen merchandise aggregat ing millions annually was made known. Robert H. Fuller, Secretary of the Merchants' Association, and Assistant-Attorney Moskowitz estimated that merchandise valued at $5,000,000 is stolen in New York every year. Rader agreed that the estimate is not exaggerated. Here are some of Rader's sensational disclosures: "Two of the richest fences in New York maintain a clearing house in Attorney street under the guise of a candy shop, within a few steps of the Clinton street police station. "Much of the stolen merchandise was disposed ol to wholesaler jobbers, who shipped the goods to the West and South, while a great deal of the loot was disposed of to auctioneers, who usually paid me from ten to to twenty cents on the dollar for the stuff. "There were few transactions on which the police did not receive their commission sometimes they were allowed to get their 'honest graft' by returning stolen property which I could not safely dispose of and get the reward money on a fifty-fifty basis. I was in business for ten years, but did not operate on such a big scale until a year ago. If it hadn't been for my father's religious scruples, I would be a millionaire now. "Some of our richest hauls were made on the docks. We were in a position to operate on a big scale there, because many of the watchmen and gatemen were in league with us. I paid boys from $25 to $50 each for the trucks brought in loaded with merchandise. They were always 'broke' however, for in our place at Riving ton and Columbia streets we ran a big crap game, where they lost their money . Those who won at the crap game were robbed before they got in the roof. Sometimes $100,000 worth of goods were stored in that loft. URGES NAVY DECLARES NATION IS PAYING DEARLY FOR ANCESTORS' LACK OF FORESIGHT. Washington, June 25. An adequate American navy means a fleet second only to that of Great Britain, and "inade quacy is an invitation to war, in the opinion of Admiral Dewey, ranking naval officer of the United States. In an article written for the program for Navy Day at Newport, R. I., July 2, the Admiral says: "I believe it is the d ity of each gen eration to pay its own i asurance and not to thrust its burdens on the generations that come after; and the insurance for peace is a navy strong enough to com pel it. "The only function and justification for the existence of a navy is the preservation of peace. To perform this function the navy must be adc quatc; and, though so much discussed in these recent times, the word "ade quate,' as applied to the navy, has but one meaning, and that is an 'adequate navy' is a navy of sufficient strength to" meet and defeat any probable enemy. This strength is not absolute, but is relative and varies from period to period, as the other naval powers of the world vary their naval strength. At the present period 'adequacy' on our part calls for a navy second in strength to that of England only. "We arc paying to-day for the navy as an insurance which docs not insure us, roughly, $1.50 per capita per annum. Besides what has already been paid in lives and money, we arc still mort gaged, by lack of foresight in our fathers, to the extent of the national debt and the additional $1.80 per capita per annum that we arc paying in pensions. "Shall our lack of foresight continue this system of mortgaging the coming generations, or shall we add the rela tively small sum needed to the in sufficient insurance we already pay to make that insurance adequate?" C left to me to be divided between the police and myself." District-Attorney Whitman will send out detectives to bring in all of the criminals named in Kadcr's confes sion. It is said that the "Master Fagin" has supplied the District- Attorney with the names of all the big "fences" in New York. One of these men is said to be the brother of an alderman. He too, according to Rader, has paid thousands of dollars for police protection. When he learned that strong pres sure was being brought to bear on Rader to have him repudiate the con fession to Judge Swann and Mr. Mos kowitz, Mr. Whitman had Rader brought from the Tombs to his office. "What about this report that you are going to repudiate your sworn confession?" Mr. Moskowitz asked. "Nothing in it," replied Rader. 'I'm going to 'stand pat,' and there is lots more I will tell you." After Rader had been returaed to his cell, Mr. Moskowitz had the sup plementary confession typewritten. There were twenty pages. Besides wholesale merchants, auctioneers and employees of railroads and steamship companies, he mentioned lawyers who he said had acted as go-betweens in the return of stolen merchandise Relating his experience with one detective to whom he swore he h. a paid thousands of dollars, Rader said that his first experience with this policeman was when Joseph Schwartz, one of his pupils, had stolen a truck load of furs valued at $10,000. In trying to dispose of the goods, Rader said he was trapped by a "stool-pigeon" who was employed by this detective, and paid $150 through his wife to escape arrest.
