At pre sent at least 38 ought to be on the fee basis instead of the salary basis, leaving 12 to be added to those already on the salary basis. The speaker said that the salary plan was best in counties where fees and commissions rise into totals that make excessive compen sation for services rendered, as in New Hanover where five years ago the treasurer was getting $5,000 a year. "So far in North Carolina counties raising more than $75, 000 of taxes have gone on the salary basis as a rule, and counties raising less than that amount of revenue have remained on a fee basis, or have returned to a fee basis, as Brunswick and Jones." In the course of his remarks Dr. Branson called attention' to the startling fact, as he expressed it, that the justices of peace in any county have the power to abolish or restore the office of county treas urer. "The prevailing idea has been," Dr. Branson declared, "that the counties had to get the legislative ; right to abolish this office. Up to 1915, 42 counties had abolished the office of county treas urer, while 12 more had secured the legislative right to abolish, it.
