ARTICLE III (Executive): Section 1 (Executive Power vested in President): The executive power shall be vested in a President of the Stu dent Body, who shall have the assistance of a Vice President and a Secretary-Treasurer of the Student Body. The three officers of the Student Body shall be elected by and from the Student Body at large. Section 2 (Powers of the President): The President of the Student Body shall have power (a) to appoint the chairman and members of all standing com mittees and boards not otherwise provided for in this constitution, submitting initial appointments to the Student Legislature for approval within five weeks of his inauguration; , v (b) to appoint an Attorney General and such assistants as he shall deem necessary, subject to the approval of the Student Legislature; (c) To make recommenda tions from time to time to the Student Legislature; (d) to administer and enforce laws enacted by the Student Legislature; , (e) to veto acts of the Student Legislature, provided he shall ex ercise such power of veto within ten days after the passage of an act by the Legislature; (f) to call and preside at meet- j ings of the Student Body; ! (g) to serve as an ex officio member of all standing commit- j tees and boards: (h) to address the. Student1 Legislature from time to time, provided that he shall notify the Speaker of his intention in ad vance; (i) to issue orders to the stand ing committees and to require re ports from them; (j) to represent the Student Body of the University of North Carolina in all dealings with the students of other schools, colleges, or universities, m an aeaungs with the faculty, and in all deal ings with the Board of Trustees; (k)to establish such bodies subsidiary to him as he shall deem necessary and proper to aid. him in the performance of his duty. Seclion'3 (Vice President): The Vice President of the Student Body shall perform the duties of the President in tne event or nis absence or incapacity. Powers): The Secretary-Treasurer of the Student Body shall accurately record and preserve the minutes hi all meetings of the Student Body. Section 5 (Attorney-General and Powers): . ,The Attorney-General of the Student Body shall assist and represent the President in the performance of his duties as the President shall direct. The Budget Committee shall annually pro pose a tentative budget to the Student Legislature. It shall make thorough investigations and hold open hearings before mak ing detailed recommendations concerning the amount of student fees to be levied and the man ner in which these fees should be expended for Student Gov ernment, Student Publications, the Student Union and for such other student extra-curricular activities as the Budget Commit tee shall deem wise and proper. ' Section 8 (Student Entertain ment Committee): The Student Entertainment Committee "shall be composed of a chairman and five student members appointed by the Presi dent of the Student Body and confirmed by the Student Legis lature, one faculty member-at-large,. one faculty member from the music department, and one faculty member from the dra matic art department, selected by the student members of the com mittee. At least one of the stu dent members shall have served previously on the Student Enter tainment Committee. It shall be the duty of the Student Enter tainment Committee to provide the campus with a suitable enter ment series. Section 9 (Campus Orientation Committee): The Campus Orientation Com mittee shall be composed of a chairman and fifteen representa tive students, not less than five or more than seven of whom shall be women. One of the wom en members shall be the woman chosen by the Coed Senate to plan coed orientation. The chair man and fourteen members shall be appointed by the President of the Student Body and confirmed by the Student Legislature. It shall be 'the duty of the Campus Orientation Committee to devise and 'conduct and adequate pro gram of orientation for all enter in? students. Section 10 (Elections Board): The Elections Board shall be composed of a chairman and ten members appointed by the Presi dent of the Student Body and confirmed by the Student Legis lature. Not more than five mem- rers snail he ot one political party. The Elections Board shall j administer all laws governing elections passed bv the Student Legislature. The Elections Board shall conduct such special elec tions as may b necessary to fill vacancies in office. Section 11 (Times of elections and office to be filled): t The Student Legislature shall by law establish the dates of Soring Elections and Fall Elec tions, provided that on election shall be held within one week after a scheduled Universitv re cess and. that nn election shall be held during a University exami nation period. All offices listed in Article I. Section 4. Sub-section Ch) of this constitution shall be Piled by election at Spring Elec tions except where otherwise provided in this constitution. The Legislature shall designate the election at which the officers of the various classes shall be -elected. Section 12 (Tima of inaugura tion and oath of office): All persons elected to office shall be duly inaugurated on a date which shall e estalished by the Student Legislature, said date which shall be established by cays aft coed member-at-large appointed by the Speaker of the Coed Sen ate. It shall have power to make all rules concerning coed visiting privileges in fraternity houses subject to review by the Student Legislature. Section 2 (University Club): The University Club shall be composed of one member elect ed by and from each men's dormitory, , each women's dormi tory, each fraternity, and each sorority on the campus. Dormi tory members shall not be mem bers of a fraternity or a sorority. The Student Legislature may bv laws expand the membership of the University Club as it shall deem. wise .and proper. The Uni versity Club shall elect its own officers. It shall be the purpose of the University Club to pro mote interest in campus activities and to encourage a high spirit of sportsmanship and school spirit in all University events and con tests,, to be responsible for meet ing and entertaining all visiting intercollegiate, high school, and preparatory school teams in con junction with other agencies on the campus. The Club may desig nate honorary members by a two thirds vote of the members. Such honorary members, including fac ulty members, shall be non-voting members and shall not be eligible to hold office in the club. Section 4 (Graham Memorial Board of Directors): The Student Legislature shall fix the student offices which shall carry with them automatic mem bership on the Student Union Board of Directors, and the Chancellor of the University shall appoint the faculty members of the Board. This Board shall be the governing body of the Stu dent Union. Section 5 (Cheering Squad and Head Cheerleader): Members of each years cheer ing squad shall hold trvouts in the spring quarter to select from: those persons who try out the members of the squad for the following year. The Head Cheer leader shall be elected by and from the Student Body at large. ARTICLE V (Publications Board): Section 1 (Composition): The Publications Board shall be composed of four student members elected by the Student Body, one member of the Stu dent Legislature appointed by the Speaker of the Legislature, sub ject to the approval of the Legis lature and two faculty members appointed bv the Chancellor of the University. Two of the elect ed student members shall be from the rising senior class; one shall' be from th rising junior class;! and one shall be from the student ! body at large. They shall serve one-yesr terms. On or before March first of each year the Publications Board shall sub mit a proposed budget for the next fiscal year to the Budget Committee and shall send a copy of the publications budget to the ctitntion of the Student Council of the Greater University of North Carolina. ARTICLE VII (Summer School): Section 1 (Aeling-Presideni of fhe Student Body): In the event that the duly elect ed President and Vice-President of the Student Body shall not be enrolled in summer school, there shall be an Acting-President of the Student Body, who shall be appointed bv the President of the Student Bodv and confirmed bv the Student Legislature. The Acting-President of the Student Bodv shall have power (a) To appoint x the chairman and members of such temporary committees and boards as shall be operative during summer school .and where not otherwise provided for in this constitution; (b) to call and preside as Chairman at all meetings of the .Summer School Government Board: . .(c) to administer and enforce gi'slature and Summer School Government Board; (d) to serve as an ex- officio member of such standing and temporary committees and boards as shall be operative during Sum mer School; (e) to establish such tempora ry bodies subsidiary to him as he shall deem necessary and proper . to aid him in the per formance of his duty; (f) to issue orders to such standing and temporary com mittees and boards as shall be op erative during summer school and to require reports from them; (g) to represent the Student Body of the University of North Carolina in all dealings with the students of other schools, col leges, or universities, in all deal ings with the faculty, and in all dealings 4 with the Board of Trustees. (h) to act in all other capaci ties rightfully those of the Pres ident of the Student Body, ex cept that the powers of the Acting-President shall apply only to the summer school during which he shall serve. Section 2 (Acting-Secrefary-Treasurer of the Student Body): In the event that the duly elect ed Secretary-Treasurer of the Student Body shall not be en rolled in summer school, there shall be an Acting-Secretary Treasurer of the Student Body, who shall be appointed by the President of the Student Body, and confirmed by the Student Legislature The Acting-Secreary Treasurer of the Student Body shall be a member of the Summer School Student Council and the Summer School Gorernment Board, and shall have, power (a) to perform the duties of the Acting-President in the event of his absence or incapac ity: (b) to receive student funds ana aisDurse an monies appro priated by the Summer School Government Board: (c) to act in all other cap acities rightfully those of the Secretary-Treasurer of the Stu dent Body, except that the powers of the Acting-Secretarv Treasurer shall apply only to thf? summer school during which he shall serve. Section 3 (Summer School Gov ernment Board): (a) (Summer School Govern ment Board Established as su preme legislative body): Supreme Legislative power in the Summer School Student Body shall be vested in a Summer School Government Board. (b) (Composition): The Summer School Govern ment Board shall be composed of the Acting-President of the Stu dent Body, who shall rrve as Chairman of the Board, l':e Act-ing-Secretarv-Treasurer of the Student Body, and sevn mem bers appointed by the President of the Student Body. (c) (Powers): The Summer School Govern ment Board shall have power (1) to appropriate funds to such agencies of Student Government as shall be operative and to such other extra-curricular activities as to it shall seem compatible wth the general welfare of the Summer School Student Body; (2) to ratify or reject bv a ma loritv vote all appointments made bv the Acting-President of the Student Eody: (3) to stablLsh its own rules of procedure: (4) to establish such subor dinate officers and committees of the Summer School Government Board as it shair deem proper; to require reports from such standings and tpmnnw committees and boards as shall (See REVISION, page 4)
