(H) To inake all laws necessary and proper to promote the gen eral welfare of the Summer School Student Body, except that in no case Khali any. act ot the Summer School Government Board continue in force and ef fect beyond the termination of the summer school during which ail art shall have been passed. Section 4 (Judicial councils): (a) (All judicial councils to be operative): The judicial council establish ed in Article II Section 1 of thi3 constitution shall be operative during summer school. (b) (Powers): The powers of the respective judicial councils shall h-i those set forth in Article II, Section 2 of this constitution. (c) (Composition): (1) (Summer School Student Council): - . The Summer School Student Council shall be composed of the members of the Summer School Government Board. (2) (Women's Council): The Women's Council shall be composed of seven women stu dent appointed by the President of the Student Body. (3) (Men's Council): The Men's Council shall be com posed of seven men students ap pointed by the President of the Student Body. ARTICLE VIII (Powers of recall, initiative, referendum, constitu tional guarantees): Section 1 (Recall): An constituency shall have pow er to recall any officer elected by that constituency under this constitution. If the constituency is campus-wide, the petition to recall shall be handed to the President of the Student Body and shall not be valid unless it contains the signatures of at least ten per cent of the qualified voters. The President shall, if he determines the petition to group on a bill which they shall be in good order within the lim itations of this constitution', di rect the Elections Board to con-' duct an election on the bill in not less than six nor more than fifteen days after he shall receh fifteen days after he shall have re ceived the petition and bill. Pub lic notice of such election shall be given not less than four days be fore it shall take place. A majority of the votes cast at the election shall be sufficient to pass the bill. Section 5 (Guarantee of consti tutional right and freedom): Neither the Student Legislat ure nor the Coed Senate shall make any laws abridging or de nying the freedom of 'the Stu dent press or any other freedom guaranteed by the Constitution of the United- States to citizens of the United States or by the Constitution of the State of North Carolina.
