ill of Southeast Asia." "If John
son made this statement, then
he was either a fool r a liar,"
Lipsitz said.
Johnson, according to Lipsitz,
"still uses too much stick and
not enough carrot.
"The administration,? he said,
"has unduly emphasized the
military phase of the struggle
Johnson doesn't understand that
political, social and economic
considerations must come first."
Lipsitz claimed that Secretary
of State Dean Rusk, presidential
assistant MacGeorge Bundy, to
gether with Secretary of Defense
Robert McNamara, are among
the persons "highly responsible
for, our foreign policy shortcom
ings." Lipsitz congratulated Presi
dent Johnson for "showing as
much restraint as he has, con
sidering the views of those
around him."
Continued military expansion
in Viet Nam, Lipsitz said,
'could easily bring a large
scale, response from North Viet
Nams army, which, though
poorly supplied, is very zeal
ous." Viet Nam, said Lipsitz, is not
like Malaya or the Philippines,
where existing governments suc
cessfully crushed guerrilla
movements.
"In Malaya," he said, "the
insurgents were often1 of a dif
ferent race. The central govern- j
ment was popular and the area
in which the guerrillas could
operate was more restricted."
Lipsitz generally approved of
the President's offer to provide
more economic aid to the coun
tries of Southeast Asia. !
