James Durham, supervisor of the State Bureau of Inves tigation's laboratory, told the Senate Propositions and Griev ances Committee "we've had a little problem" with glue sniffing "on military bases and in penal institutions." "I think we need legislation on this," he said. The committee agreed as it gave unanimous approval to the measure introduced by Sen. Albert Ellis, D-Onslow.
