And several fraternities here are out to capture the "jumpingest frog in the state" title with their University Lake-recruited entries. The frog-winner of the North Carolina contest will represent the state in the world - famous International Frog Jump Jubilee at the Calaveras County Fair in Angel's Camp, California. Last year a Carolina Chi Psi frog, A.S. Chipsi III, won the state competition on the Capitol lawn in Raleigh by leaping a long 12 feet, two inches. However, Chipsi, ap propriately renamed Tar Heel Terror IV, was literally unable to get off the ground in the California contest. A couple of fraternity wits countered with, "We gotta lotta lizards in this house but no frogs." Tau Epsilon Phi claimed to have a super tadpole which they are busily stuffing in hopes that it will grow be fore the contest. When asked about their training methods, a TEP explained that their frog contestant, Souper Grif, was kind of hard to train be cause "he's sorta in a stage of metamorphosis right now." J'We are planning on de fending our record of last year with leaps of two or three feet more," the Chi Psi head frogkeeper said. He declined somewhat furtively to talk about their training methods for fear that they would be pirated by some rival. Pi Kappa Alpha's Francis Frog is giving them some trouble in his training. "We have to tie a string around his neck so we don't have to chase him while we're try ing to train him. But he can't jump very well with that string around his neck" a PiKA explained. "He's just a nice green frog," he said, "and we're using that old Mt. Airy In dian trick of thumping him on the hind end, more or less, to make him jump bet ter." Another supporter of the bill, Haywood's Ernest B. Messer, called the proposal "a natural evolution of the right to vote." It is no more fair to char acterize all youths as not in telligent enough to vote, he said, than it is to criticize all politicians as crooks. Messer urged the House to "make citizens of them (the 18 to 20-year-olds) now and start using them in our poli tical activities as active mem bers of our parties." One of the bills strongest critics was I. H. O'Hanlon, of Fayetteville, who said that because of the way in which his two sons behaved when they were younger, he cer tainly wouldn't want to give any minor the vote. Howard F. Twiggs, of Ra leigh, a supporter of the bill, was one of the last legisla tors to speak before the vote. "If we give them this right to vote, I think they will meet the responsi bilities and become better citizens for it." Shortly later the roll call vote began with " the clerk reading out the names. "Mr. Speaker. . .Andrews. . .Au man. . .Bailey. . " And after each name would mostly come either an "aye" or a "noe," or maybe just a "present" (a way of abstain ing.) In some cases, however, there would be just a dead silence after the name of a legislator who was either sick or who had left the floor, to avoid voting on the con troversial bill.
