Soviet and American negotiators met at the Soviet Embassy Thursday morning for their fifth working session, which was described as "businesslike and serious." The next meeting was set for next Wednesday at the American Embassy. t The sources said the negotiators have reached a sort of halfway' house between the cautious generalities that marked the first meetings here and the more specific setting of actual limits on weapons systems that are hoped for later. Troops Sent To New England WASHINGTON The Defense Department announced Thursday 4,000 Army airborne troops and Marines will be moved to New England to stand by in case of trouble at a Black Panther rally today in New Haven, Conn. Connecticut Gov. John Dempsey requested the troops in a message to Attorney General John N. Mitchell, -and Mitchell asked the Defense Department to send them "as a precautionary measure." "The federal troops will be available to respond if required to assist local law enforcement officers," a Defense Department announcement said. "It is emphasized that these troops will remain on federal property as a purely precautionary measure," the Defense Department said. VC Snipers Attack Cambodian City PHNOM PENH CambodianTroops Firing automatic weapons and recoilles rifles Thursday battled Viet Cong snipers holed up in the market place, pogoda and private homes at Kampot, a seaport city of 50,000 population 80 miles south west of Phnom Penh. UPI correspondent Robert C. Miller reported from the scene that governmental troops were in firm control of Kampot and waging a mop up drive to root out elements of a Viet Cong company holding out as a rear guard of two Communist batallions that attacked the city Tuesday. On another sector, Cambodian paratroopers attempted to drive six miles from the embattled town of Angtassom, 40 miles south of Phnom Penh, to the Communist-held provincial capital of Takeo but were forced back by heavily entrenched Viet Cong straddling the road. Red Leader Pledges Aid In Indochina PARIS Chinese Communist Premier Chou en-Lai flew to last weekend's summit meeting of Indochinese Communist and leftist leaders and pledged Peking's full support for their anti-American front, Communist officials in Paris disclosed Thursday. The officals made the disclosure at the 65th session of the Vietnam peace conference after a Hanoi negotiator charged the new Cambodian regime, with U.S. support, ' was carrying out "massacres" of Chinese residents in Cambodia. A North Vietnamese hews agency dispatch, released by Communist officials in Paris, revealed for the first time that Chou had attended the summit meeting held over the weekend at a still secret place in southern China. Hanoi reported Cong officials hailed Chou's presence at the final banquet of the conference as a major step in their effort to build up a common united front against the United States in Southeast Asia. Ev Mark Whicker DTH Staff Writer The executive committee of the North Carolina Federation of College Republicans voted eight-three at its monthly meeting early this week at Wake Forest to send three observers to watch the USC Young Republicans Qub elections on May 6. The observers were requested by a petition bearing 200 signatures which charged the UNC chapter with "misappropriation of funds." If the charges are upheld, the local chapter will have its charter suspended and its leadership reorganized. The observers are executive committee Vice Chairman Jim Goffrey of ECU, David Boone of Duke and Joel Newell of Guilford. Bob Hunter, a UNC law student from Greensboro, who brought the petition, seemed pleased with the choice of observers by Chairman Hugh Barnes. But the spokesman for the UNC YRC chapter felt differently. Mike O'Neal, UNC YRC vice president, said, "To me it looks like the same old ins against outs struggle. We are in power in the organization and the result seems pretty cut-and-dried at this election." The misappropriation question was a matter of "furthering one ideology over another," as Hunter put it. Hunter charged the Young Republicans of ridiculing the Republican name on campus by supporting the Conservative Party and harassing other members of the party who expressed liberal views. Pi'-!
