Carolina-and that's a cold,
CL-pel Hill Mayor Howard Lee said as he
discussed a wide range of topics with
members of the Toronto Exchange
Monday.
Lee met with the 31 students from the
University of Toronto and their UNC
counterparts in the faculty lounge of Dey
Hall early Monday afternoon to give the
Canadians another perspective on
problems in the South.
Lee also commented on the control

exercised over the town and how this
relationship is changing.
The mayor opened the discussion with
a short talk in which he emphasized the
great progress which has been made In the
South in the last few years in race
relations, but also explained that the
South, as well as the rest of the country,
has a long way yet to go.
"Great strides have been made in
politics-but these are really just symbols.
Symbols can, however, lead to progress,"
he said.
Lee also pointed to the fact that In
1967 there were no black mayors in the
United States, but that today 55 black
men are mayors of American cities.

Governor
Many grave problems and roadblocks
still exist for the American black today,
according to Lee.
"Racism and discrimination are stall
here-though we don't want to admit it,"
Lee explained.
'The system has been so designed that
it has made many people feel that blacks
are capable of doing certain jobs. Racial
prejudice is so ingrained that people can't
see a black as another person," he said.
But Lee also stressed the fact to the
Toronto students that the South had
come a tremendous distance since 1954.
"The South has come a long way. But
the North has stood still," Lee
commented.

Friday Made Chairman
Of Carnegie Trustees
University President William Friday
has been elected chairman of the board of
trustees of the Carnegie Foundation for
the Advancement of Teaching.
Kingman Brewster, president of Yale
University, was elected vice chairman, the
Foundation announced Sunday from its
New York headquarters.
Friday succeeds David D. Henry,
president of the University of Illinois, as
chairman. Friday has been a member of
the Carnegie board of trustees for nine
years.
The Foundation, established by
Andrew Carnegie in 1905, has distributed
many millions of dollars for educational
projects.

Lee said ine South is leading the
country in the number of black teachers
and in the number of integrated schools,
as well as in the number of black
politicians coming into office.
Lee mentioned his recent appointment
as vice-chairman of the State Democratic
Party for minorities as an event in
Southern party politics that is without
precedent, "even including the
Reconstruction period."
"There is a possibility in 1972 th3t we
could elect a black lieutenant governor of
North Carolina," he said.
But Lee also said that no longer will
any one party be able to count on the
black vote as a matter of course.
Asked about the nature of the
Victims, had collected approximately S20
Monday afternoon.
According to Gerardo Mabrazo Jr., a
graduate student from the Philippines,
the money collected will be turned over
to the Ateneo de Manila University or the
Philippine National Red Cross in Manila.

Student Leaders Meet
Administrators At Tea
Student leaders were honored by a tea
given by Dean Katherine Carmichael in
Spencer dormitory Sunday.
The tea has been an annual event since
1950. Miss Carmichael was assisted at the
tea by Mrs. Celeste Leffingwell of
Spencer dorm, and by Mrs. Mabel
Brittain, former head resident at Kenan
dorm.

University as such a donirarA force m

"Let s face it -without the University,
Chapel Hill wouldn't be here and you can
see the wys in which the University
controls the town," Lee said.
Lee pointed to the University's control
of the utilities, their ownership of 3,500
acres of non-taxable land within the city,
and the University's control of the
airport-"just to mention a few reasons."
But Lee said he thought that the

Southeastern Area College Student
Advisory Council in Atlanta.
Penn Dameron, a junior from Marian,
N.C., was in Atlanta Nov. 13 and 14
when the group discussed drugs and drug
abuse and expansion of the Red Cross
Students Summer Intern Program.
The group assists the area Red Cross
management in developing and promoting
Red Cross youth programs in 10
Southeastern states. Recommendations of
the Student Advisory Council will be
forwarded to the National College
Student Advisory Council.
Dameron, a Morehead scholar, has
been active in organization of the College
Red Cross at UNC.

Lee also outlined his plan to the
students for attracting small industries to
provide the needed jobs m the
community and to break the job
monopoly the University now has.
Lee also said he hoped to see the town
develop and crow but that he hoped to
preserve at least a part of the town-the
-rea between Columbia and Henderson
Streets-in the style which characterized
the 'Village" for many years.
