Adlai L. Stevenson III (D 111.) declared Sunday he is not in the running for the Democratic vice presidential nomination. "Under no circumstances would I be interested in the vice presidency," Stevenson said "My ambition is completely fulfilled in being senator from Illinois." The son of the twice-defeated Democratic presidential nominee also declined to endorse at this time any of the present potential party candidates for VH2. He said he still included Sen. Hubert H. Humphrey, (D-Minn.) as a possible nominee along with others. Stevenson, just back from a visit to South Vietnam, repeated his charge that the South Vietnamese elections have been ligged in favor of President Nguyen Van T hieu. Stevenson also asserted that Nixon by publicly denouncing school busing, is exploiting the issue for political purposes "by inflaming racial emotions." He said he regretted busing had to be used and acknowledged it was not a complete answer to the school integration problem. "But until we get to the root causes, we should continue to use busing as one of the means of achieving achool equality." But Vargas also blamed the Communists for preventing 3 negotiated settlement of the Indochina War. Although the Soviet Union "would probably favor a settlement, it is maintaining its aid to North Vietnam," he said. "Communist China continues to urge the North Vietnamese to carry on their war of liberation and is furnishing material support to North Vietnam while paying lip service to the Viet Cong overall solution. "I assert unequivocally there could have been peace in Vietnam today - and in Laos - if the Communists had been prepared to follow the spirit of reasonableness of those democratic nations which have been seeking a just and lasting settlement to the conflict." said Vareas. The commission found in a study of North Carolina's private colleges and universities space outgrew enrollment as a result of capital investments by state and federal governments. Charles Wheeler, director of the commission, said from 1965-70 private institutions received about half of the $43 million allotted to the Tar Heel state for higher education construction.
