The new action, officials said, is designed to insure that U.S. aid does not make any economic contributions to a country it considers at this point to be the aggressor in the Indo-Pakistani war. The economic aid frozen Monday consists of development loans which Washington feels could contribute to India's short-term economic welfare and war-making potential. Meanwhile, India recognized the Bangla Desh independence movement as the government of Last Pakistan and claimed that Indian forces were making rapid new advances against the outnumbered West Pakistani defenders. Pakistan promptly broke diplomatic relations with India. Prime Minister Indira Gandhi announced formal Indian recognition of the Bangla Desh rebels in the Indian parliament in New Delhi as members banged their desks in approval and shouted "Long live Bengal land." The fighting continued on the ground and in the air with contradictory claims coming from India and from Pakistan. Nixon, Trudeau confer .-Canada relations U CCD) WASHINGTON - President Nixon conferred with Canadian Prime Minister Pierre Llliot Trudeau Monday in the first of five "little summits" to assure U.S. allies that Nixon will not sell out their vital interests on his trips next year to Peking and Moscow. But Trudeau was more concerned with the strained economic relations resulting from Nixon's 10 percent import surcharge than he was with Nixon's global diplomacy. The surcharge has played havoc with the economy of Canada -the United States' number one trading partner-and Trudeau was also expected to tell Nixon of his nation's concern over the power that Americans and U.S. corporations wield in Canada. Senate okays Lewis Powell WAS! IINGTON' -Lewis F. Powell, Jr. was confirmed by the Senate Monday to succeed the late Hugo Black as associate justice of the U.S. Supreme Court. The roll call vote was 89 to 1 to approve the quiet Virginian as associate justice. Sen. Fred Harris (D-Okla.) cast the only '"no" vote. Powell is a 64-year-old Richmond lawyer and former president of the American Bar Association. William H. Rehnquist, President Nixon's other nominee to fill an associate justice vacancy on the court, is expected to win confirmation by a comfortable margin later this week. A number of vending pods would then be constructed which would accomodate between one and four venders each. The pods would be separated by existing trees. The venders would be required to provide their own stalls according to the specifications adopted by the town. They would be required to remove them at the end of each day.
