Op Star iri Who does write these editorials? Students often ask who writes editorials for the DTH and who that "we" is that seems to sneak into the editorials to make various pronouncements. Since these are the last weeks under the current editor, it seems time to make even more clear some DTH editorial policies and to make some changes. "Unsigned editorials are the opinions of the editor" says that little box (called a mast) down at the bottom of this page, and it means what it says. This year-as has been true in some but not all past years-the editorials have been the editor's opinions with the columns the outlet for other staff members' opinions. The editor has written the majority of the editorials that you have seen in this space since March 21 , 1972. The editorial positions of the paper have not been determined by a vote of the DTH staff or Editorial Board. They have been determined, sometimes after consultation with staff members, by the editor, who assumes responsibility for them. Since one person has been writing these, it might seem strange that "we" and "The Daily Tar Heel" have been taking positions in the editorials and the endorsements. And indeed it is, although the editorial "we" is a long tradition in journalism. A dictionary entry such as the one above might best describe the current battle between the Executive and Congress in Washington. Basically, the President is refusing to spend money appropriated by Congress, while spending Kathy Lenski Tortare widespread Estimates vary on the number of "political" prisoners currently, held in South Vietnam, though 200,000 to 300,000 is not an unreasonable guess. The reason for this uncertainty is that the interrogation centers and jails, which we help support, are shrouded in secrecy. Thieu's government refuses to allow any journalists to visit its "re-education centers" (their label). January 15, 1973 But, in the case f the DTH, such a practice is based on the fact that the editor is the elected representative of the students and not the hand-picked mouthpiece of a publisher. The editor was picked to comment editorially and to take positions by the student body. This is not a truly sufficient explanation for following this archaic tradition, but it has some validity. Perhaps it would be better for the editor or whoever writes an editorial to sign it, as columns are signed, but the statement carried in the mast on this page should make editorial responsibility clear enough. With only one person writing editorials on most days, the quality of the writing and thought often suffers from the constant grind of producing something each day, whether or not anything deserves comment or the necessary research and thinking on an issue has been done. - From now until the new editor takes over, there may not always be an editorial on the DTH editorial page. A good column might take its place or a number of good letters, a practice the "Los Angeles Times" sometimes follows. This is just another effort to try to make the DTH editorial page a little better. money in Vietnam which Congress has not appropriated. But what does impoundment mean to the average citizen? This amount is, of course, only a fraction of the $30 million we gave to the Vietnamese police and prison system in 1971 . a more than nine million freeze moimey hy l.anu S tames and Dr. Takey Crist "The abdominable and detestable crime against nature" is a phrase found in many state statutes and is used to include all manner of sexual activities to which Victorian society objected. Many of these activities may be considered deviant in one society and normal and healthy in another. For instance, in Ancient Greece homosexuality was considered to be the highest form of love of which a man was capable. The laws, theoretically, determine what is normal and what is abnormal and are representive of public opinion. However, this is not the case as our sex laws and our sex practices differ greatly. According to Kinsey, about 90 percent of all men and women could have been convicted at one time or another for violation of the laws, if they were indeed enforced. Due to the fact that many activities are illegal or considered socially: unacceptable there are many misconceptions and mysteries surrounding these so-called variant acts. Many of these variations . ar conversationally taboo and are 'not ; treated in an open, honest manner." For ' this reason we provide you with a few definitions as a means of clarification. We are in no way advocating or condoning any of the following practices. VOYEURISM. This is the practice of a person who achieves sexual arousal and satisfaction in observing the! genitals of others and by watching others engage in the sexual act. A voyeur is alsp known as a Peeping Tom. Some experts say that voyeurism is absolutely normal. That voyeurism should be considered shameful is due simply to the rigid secrecy which, convention attaches to the naked body Kinsey notes: "There are probably very, few heterosexual males who would not take advantage of the opportunity.. to observe a nude female, or to observe, heterosexual activity, particularly if it were possible to do so surreptitiously so they would not suffer the social disgrace,. that the discovery of their behavior might;;; bring." EXHIBITIONISM. This is a compulsion to expose a part of the body, expecially in the genital region. The element of surprise is believed to be important, hence the exhibitionist exposes himself suddenly and before strangers. A great majority of exhibitionists, at least in the criminal sense, are men who, expose the penis. Exhibitionism is usually associated with a weak sex drive and an frozen job hiring in the National Park Service, as well as most other government agencies. jr At the same time, as these $8 billion (or so) cuts were being announced, the President sent to Congress a supplemental appropriation bill for the $2.5 billion that the Defense Department has overspent in the Navy and Air Force in the period July 1 to January 1. This money will be used to buy additional aircraft, lost over Hanoi, and pay the costs of the increased bombing. (That's right, Nixon's increased for prisoners dollar increase from 1970. You may wonder why there are quotes around the phrase "political prisoners." According to numerous observers of this, war, many of those who are put in the jails of South Vietnam are, people who just happen to be in the wrong place at the wrong time. And some -of them are nine years old or younger. What happens to these "political" prisoners? No outsider can say for sure. But smuggled reports indicate that torture is probably widespread. Sydney Schanberg, writing for the New York Times ("Torture by Saigon in Jails Reported," August 13, 1972), says that several informants have told him of a favorite saying of the Saigon police: "If they are innocent, beat them until they become jguilty." In his article, Schanberg gives a few prisoner accounts. They should be of particular interest to UNC students, since they describe the experiences of some of our peers in South Vietnam. Schanberg tells of students held "on suspicion of being Communist sympathizers." (Frequently, this charge means only that the individual is opposed to the Thieu regime.) Here are the accounts he reported: , ' '"Nguyen Thi Yen was beaten unconscious with a wooden rod. Later, when she revived." she was forced to stand naked before about ten torturers, who burned her breasts with lighted cigarefcjys." "Vo Thi Bach Tuyet was beaten and hung by her feet under a blazing light. overpowering fear of women. SADISM. Sadism is sexual gratification by injuring, tormenting, abusing or dominating the sexual partner. The term is derived from the Marquis de Sade, a French nobelman and eighteenth century writer. The manifestation of sadism can be physical or psychological and can range from the use of abusive words to actual infliction of physical pain. There is believed to be a certain amount of sadism (aggressiveness) in almost all sexual relationships, particularly on the part of males. MASOCHISM. It is sexual gratification an individual receives in suffering. The term is derived from the writer Leopold von Sacher-Masoch. The masochist requires that his sex partner humiliate him, torment him cr make nim suffer actual physical pain. FELLATIO, a way in which the female obtains sexual pleasure through oral contact with the penis. An even more gruesome report was shown to Don Luce, who spent almost a decade in South Vietnam working for the International Voluntary Service Organization. In a letter written in October, 1972, by the friends of a young student, Le Cong Giau, to a group of South Vietnamese priests, they say that Giau "protested vigorously" against accusations that he had participated in National Liberation Front organizations. "Nevertheless, he has continually suffered all manner of tortures Burning cigarettes were placed in his nipples, navel and penis; pins were driven into the ends of his fingers. His fingernails and toenails were torn out . . . A large quantity of soapy water was forced through his nostrils and mouth until he fainted; then he was kicked in the stomach to force water out . . . Chopsticks were forced up his rectum ... he was suspended by his feet and beaten savagely with clubs." Giau had apparently suffered this sort of treatment almost daily for two months and his friends noted that "Giau is now unable to speak. He vomits blood continually: his clothing is so saturated with blood that the cell is filled with an intolerable stench ... He is lying there like a corpse . . . Even in this condition, he has been placed in solitary confinement . . . We wish to alert public opinion to the imminent death of Le Cong Giau."- - So much for one more use of our taxes. which the male obtains sexual pleasure through oral contact with the vulva. Both acts are considered to be "unnatural" acts and hence illegal, even between husband and wife. They are, however, quite common. According to Kinsey, over half the married couples surveyed engaged in acts of cunnilingus. TRANSVESTISM. A compulsive desire to wear the garments ot the opposite sex. Sexual satisfaction is obtained in wearing the clothing and by genital contact with such clothing. The transvestite often tends to feel and act like a member of the opposite sex. FROTTAGE. A rare variation in which the male achieves orgasm by rubbing his genital region against a woman's body, usually while in a congested place or conveyance. PEDOPHILIA. The use of an immature person as a sexual object. Such acts are a form pf child molesting and are a criminal offense. Most child molesting is confined to looking, touching, fondling, showing and sometimes masturbating the child. Nixon has said. that the social program cuts are necessary to "hold down inflation"-Nixon "asked Congress for a $250 billion .budget ceiling-Congress refused and appropriated about $273 billion. So after Congress has voted the money (owerriding Nixon's vetoes in a number of cases) Nixon has decided unilaterally not to spend it. How can he do this? Nixon argues that the budget is only an "authorization," that is, only that much money can be spent, but there is no requirement that it be spent. . Since Nixon, by "clerical error," can spend money that has not been appropriated, it is obvious that either Congress must challenge the president or we have moved one step away from democracy. The President has one legal leg-the Deficiency Appropriation Act which authorizes budget adjustments to keep agencies from spending too fast, that is, if . an agency had a $50 million budget, Nixon could stop them from hiring at the level of a $40 million monthly payroll. Also, the money can eventually be spent by the end of the year under that act. Of course, Nixon's impoundments range from 18 months to permanent, so his legal mouthings are just nonsense. Congressional critics point to the Constitutional requirement that the President "enforce the laws," and argue that an appropriations bill is a law just like the draft law or the welfare law. Sen. Sam Ervin proposes a solution: the president could make impoundments in case of an emergency, but if Congress does not approve the impoundments within 90 days, the money must be spent. Punishment? Impeachment. Nixon had perhaps won the budget war, until he impounded $600 million from the Agriculture Department. At this stage, about 40 Southern House Democrats joined the anti-impoundment fight, giving the pro-Congress forces enough votes to defeat the President on the issue. ; As L.H. Fountain remarked "if the impoudnding and other concentrations of power in the executive continue, we may be on the road to a dictatorship." As they say, Fountain ain't no liberal, so the situation must be deteriorating fast. Messrs. Fountain and Andrews should hear from us on the issue of impounding and overspending.
