Attorneys for James W. McCord Jr. and G. Gordon Liddy, both former members of President Nixon's re-election campaiqn staff, took just two hours to present their witnesses Monday morning. U.S. District Judge John J. Sirica, who earlier in the trial accepted guilty pleas by five others accused in the break-in at Democratic national headquarters here last June, said he would charge the jury of eight men and four women today. Nixon's budget $268 billion President Nixon Monday proposed a $268.7 billion budget and at least a two-year moratorium on tax increases. He challenged Congress to stay within those limits or take full blame for inflation and higher taxation. Nixon's budget for the fiscal year beginning July 1 would slash the annual federal 'deficit by nearly half, to $12.7 billion mostly by cutting back or aboloshing much of a decade of Democratic social welfare programs declared to be costly failures. 'U.S. is adhering to treaty' The White House said Monday the United States is strictly adhering to the Vietnam cease-fire and expects the same from the other signatories. Press Secretary Ronald L. Ziegler told newsmen at Key Biscay ne that the administration is not surprised that fighting is still going on in Vietnam. 'Other war' rages in Laos Despite the cease-fire in Vietnam, the "other" war-the one often called the "secret" war by observers raged on Monday in Laos. And Americans continued to play a major part in it. 1 On Sunday, American war-planes flew 100 to 120 bombing missions in Laos after the cease-fire in Vietnam went into effect. The Vietnam cease-fire agreement provides for a halt to foreign military activity in both Laos and Cambodia and a withdrawal of foreign troops. But it does not say when. Nor does it make a provision for a cease-fire. Consequently, the war continues for two battalions of Thai soldiers, for CIA sponsored irregular troops and Communist Pathet Lao guerrillas who fought Monday near an important road junction near Moung Kassay. The Guidance and Testing Center is moving to Nash Hall on Pittsboro Street across from the Carolina Inn. Offices will be closed February 2-12 to facilitate the move. June Allcott, librarian at the Educational Occupational Information Library, expressed concern that students are not aware of the services available at the center. She explained one important objective of the Guidance and Testing Center is to provide ideas to uncertain students trying to formulate plans for their educational or occupational future. N.C., was recently named UNC's interdenominational chaplain to black students by the Foundation for Black Campus Ministry, a local board which works to alleviate racial tension on campus. The Rev. "I hope to provide some kind of guidance for black students in regard to helping them to gain perspective out cf their experiences and to realize the full potential of their worth," the Rev.
