In an abbreviated afternoon session the Board's newest member, Thomas Gardner, was sworn in to take the place vacated by George Coxhead, now on the State Alcoholic Beverage Control Board. Immediately after the oath was taken, Gardner was warmly welcomed by Chapel Hill Mayor Howard Lee, who joked freely with the new alderman. RegisltiraltM)!! it for referendum A record 13,958 persons are registered to vote in the Feb. 20 transportation referendum in Chapel Hill, according to the Orange , County Board of Elections. The referendum concerns two issues-bonds and taxes. If both issues are approved and federal funds secured, a bus system will begin operation in Chapel Hill. Carrboro aldermen are expected to vote Feb. 13 on the possibilities of holding a similar referendum. The major reasons for the increase in registration figures are the lowering of the voting age from 21 to 18 and the Board of Election's policy of registering students. There have been no land annexations in Chapel Hill or Carrboro since the last city election heid in May, 1971. The certified fieures show a staeeerine gain of 78.3 per cent in registration since the last town elections. 7,827 persons reeistered and 4.700 Deode voted in that election for mayor and aldermen. Figures for Carrboro, also released, show an even larger increase. The board reconvened in the evening, with attention first being given to zoning requests. In the most controversial zoning matter, Mayor Lee was forced to cast the deciding vote in approving the rezoning of a 27-acre tract on Umstead Drive for a 1 96-unit condominium project. '. The board voted to delay. action on the Lake Forest development due to a boundary dispute, but approved a request by Orange Builders for removal of certain parking spaces off Franklin Street. ' No action was taken by the aldermen to of 87 per cent. About 700 people voted in the 1971 Carrboro elections. Precinct breakdown of the Board of Elections figures for Chapel Hill is: Country Club 2,740; East Franklin 2,147; Estes Hills 1,857; Westwood 1,805; Northside 1,471; Ridgefield 1,369; Glenwood 793; Colonial Heights 728; Eastside 717; and Kings Mill 331. : For Carrboro: South Carrboro 1,822; North Carrboro 1,297. The aldermen chose to await the outcome of a public hearing this month by the Planning Board. , The amendment request follows an action in which the aldermen approved a special use permit for a credit union building after unanimous disapproval by the Planning Board. A highly favorable retirement program for Chapel Hill police officers was guaranteed when the board voted to create a Law Officer's Retirement fund by transferring : money - from the municipal employes system. ' This would allow unreduced benefits and early retirement, at the age of 55, with additional benefits after 55 .' In other decisions, the board endorsed the Fair Kedos, this year's version of the Apple Chill fair and approved the application of money from the America the Beautiful fund. The board authorized Town Grantsman Mick McMahan to file an application for an HEW Drug Education grant ' for the Drug Abuse Action Committee, Inc.
