i l I 1 1 ocialists seek changes in town board stractmre A group called Socialists for a New Community starts collecting signatures today for an initiative referendum campaign to reorganize Chapel Hill town government. The referendum advocates a change from the present system of six at-large aldermen elected for staggered four-year terms, with an appointed city manager and a weak mayor. In its place would be nine aldermen elected from specific districts for two-year terms, and no city manager. A member of the group said, "What we Pennies were wet but they added up The brothers of ZBT collected a flood of pennies in the pouring rain last Saturday. Despite the persistent rain, which lasted through all but the first half hour of the drive, Zeta Beta Tau collected about S675 in donations, including 13,000 pennies. All the money goes to the Campus Chest, which benefits 15 different organizations. In its three tries, the ZBT Mile of Pennies has yet to span the whole mile. The. first year brought in $527, and last year $770 was collected in spite of unseasonably cold weather. Hamp Howell, co-chairman of the event, was pleased with the results, even though the goal was not reached. "We rJD if A Personal Happy Birthday S.N. Love S.P. The system of at-large representation favors candidates with the money and media influence necessary to mount a successful city-wide campaign. It leaves the responsibility to a clearly defined constituency. And the manager operates even further removed from public control." He said that the group does not expect its proposal to solve all the town's problems. It does hope, however, that passage of the referendum would make city government more democratic by really did a lot better than we thought we would in the rain. We were quite surprised. We were selling balloons faster than APO could blow them up." The ZBT brothers sold balloons, gave away prizes, laid pennies down and got thoroughly soaked from 9 a.m. until about 3 p.m. The drive had been scheduled to last until 5 p.m., but stopped early because of the wet conditions. According to Howell, the number of people uptown had thinned out by that time and contributions were falling off. The last event in this year's Campus Chest will be the Campus Carnival, from 6 p.m. until on Thursday at Ehringhaus Field. wans W "tils tfjlI9MRjarMlis 00 SUMMER SUBLET: 2 bedroom furnished apartment, 5 minutes walk from campus. Running for office from a relatively small district would be cheaper. In addition, the people living in a particular district would be able to carry on a continuing dialogue with their own representative. Socialists for a New Community see the referendum as relating to a number of other issues. Among these are town growth policies, utilities and the delivery of social services. "We think that these are areas into which all people in Chapel Hill should have a direct and ongoing input. Citizens , ought to be able to have control over policies affecting their everyday lives. Restructuring the Board of Aldermen would be a small first step toward realizing this aim," a representative of the group said. In order to get a place on the November ticket, the referendum petition must get signatures of at least 10 percent of the town's registered voters. It must then be approved by a majority in the fall election. Signatures for the petition are being collected from 1 1 a.m. to I p.m. this week in front of the undergraduate library. . There will be a meeting at 8 p.m. Monday, April 16, at the Wesley Foundation for people interested in doing work on the referendum.
