Monday, April 22, 1974 The Daily Tar Heel U.S. refuses Cuban contact ATLANTA Secretary of State Henry Kissinger said Sunday the United States has no intention of restoring diplomatic relations with Cuba. Kissinger's remarks came when he left the Organization of American States conference where the first tentative steps were taken to renew contacts with the Communist regime of Fidel Castro. Members agreed their governments should be consulted about possible future involvement of Cuba in the organization. The United States, which recently allowed American auto makers operating in Argentina to sell vehicles to Cuba, did not object to the consultations. But in his 30-minute address to the OAS delegates Saturday, Kissinger made no reference to Cuba. Shortly before leaving Sunday to return to Washington to deal with Middle East problems, he was asked why he did not speak of Cuba. "Because we don't have any intention of restoring diplomatic relations with Cuba and 1 don't expect this will be a big subject this week," Kissinger replied. Morgan defends staying in office RALEIGH In a statement prepared for submission to a U.S. Senate subcommittee Monday, Robert Morgan says he is continuing to serve as attorney general while campaigning for the Senate to protect the "independence of the office." "I have chosen to continue to serve as attorney general while running for the U.S. Senate to ensure the continued independence of this office, its staff and its commitment to the effective administration of justice," the statement, released here Sunday, said. The statement was to be offered as testimony to the Senate Subcommittee on the Separation of Power, chaired by Sen. Sam Ervin, D-N.C. Israel claimed its warplanes hit Syrian positions around strategic Mount Hermon and chased off a Syrian MIG21 interceptor that crossed into Israel-held lerritory. All Israeli planes returned safely, according to a communique from the military command in Tel Aviv. The air strikes followed intermittent shelling around the 9.000-foot mountain and in the southern sector of the Golan front during the day. Sunday's clashes marked the 4 1st straight day of Golan Heights fighting. Israeli Defense Minister Moshe Dayan said earlier he believes the fighting is designed to bring pressure on negotiations for a separation of forces on the front. The United Nations prepared to cut its buffer troops in the Sinai between Egypt and Israel by more than 300 men in mid-May.
