Today's Aetlirtes Brandes' classes employed by Henry Farber Staff Writer Members of Dr. Paul Brandes speech classes have been recruited to do field work for the state Inmate Grievance Commission, Fred G. Morrison Jr., executive director of the commission, announced Tuesday. Serving as interns to the commission, the students will hold orientation : sessions throughout the state to explain grievance procedures to inmates. Morrison said Brandes offered the program to his students "as a practical way to apply human interaction techniques, which his courses stress." Brandes said the 32 interns, all members of his Speech 95, 96 and independent study classes, are needed to serve as impartial parties to work with both prisoners and commission officials. "There's been a. lot of back-and-forth between the grievance commission and prison officials' since the commission was established last year, Brandes said. It is hoped that the students, by their sheer numbers, will help ease those tensions since the commission lacks the staff to Unpaid grad assistants will get checks Friday More than 100 graduate teaching assistants and undergraduate graders will receive their first paychecks and raises of the semester Friday. The University Payroll Department confirmed Wednesday that the checks are ready to go out tomorrow. No interest will be paid on the delayed paychecks. The teaching assistants have gone unpaid for eight weeks because the College of Arts and Sciences overspent its spring semester budget. Dean of Arts and Sciences James R. Gaskin has said the problem was due to untimely accounting. "If the accounting had been done in November, we would have known how much money we had left," Gaskin explained. Brandes, chairman of the speech department, has been involved with corrections reform for many years and has structured many of his courses around the subject. Mark Sibben, a senior who is taking his third course under Brandes, said Speech 95 and 96 both involve contact with prisoners and are usually taken in succession. This semester. Sibben said, students in the internship program have become acquainted with grievance procedures, meeting with commission officials at Central Prison and the Triangle Correctional Center for Women, both in Raleigh. "Most prison officials," Sibben said, "don't feel qualified about what they're doing and they feel really threatened by the commission. We want to help them improve themselves in their positions." Next Tuesday, interns will start talking in small groups with prisoners, informing them of grievance procedures, Sibben said. The idea for the program arose last semester when Sibben, a psychology major, arranged with Brandes and Morrison to become the first commission intern, Sibben said. Brandes' said Sibben worked so well that Morrison wanted to expand the program. Chief intern is Student Body President Marcus Williams, a member of Brandes' independent studies course. "If we handle this well." Williams said, "it's no telling what this could lead to, as far as improvement of the system goes." The interns are particularly useful. Board retracts approval of town charter revision The Chapel Hill Board of Aldermen Monday night reversed last week's approval of a charter revision to permit the mayor to vote on all board considerations. The mayor currently may vote only to break a 3-3 tie. The revision, one of four major changes in the town charter, was approved Feb. 18 when the board met with the Charter Commission. Alderman Alice Welsh who voted against the proposal Feb. 1 8, requested reconsideration of the revision Monday night. "1 think it is wrong for the mayor to become a legislator. I think it would also affect the mayor's effectiveness as the speaker for the town," Welsh said. During a headcount Aldermen Sid Rancer and Gerry Cohen switched positions to oppose the decision. , , ' . . The mayor will still vote to break 3-3 ties on resolutions and appointments. Mayor Lee said he was relieved by the board's reversal. The charter is being rewritten by Town Manager Chet Kendzior and will be presented to the board next week for final approval. The board voted last Tuesday to send the revised charter to the State Legislature for approval, rejecting the option of including the charter revisions in a referendum for public approval. . The major revisions remaining include expanding the board from six to eight members, ( increasing the mayor's term from two to four years and limiting the mayor to two consecutive terms. The town legislative body will remain the Board of Aldermen instead of the proposed "Governing Board," which would have included the mayor as a voting member.
