Six years after plans were announced to start the city, there are no industries, shops or houses to testify that any part of McKissick's dream is being carried out, the newspaper said. Soul City was planned as a community in predominantly black, farmed-out Warren. County that would try to lure industries to the area and bolster the dwindling population. Massive federal aid has been approved and more than $5 million in federal grants, contracts and government-backed loans spent at Soul City, but . the News and Observer said it found little progress. McKissick first proposed building a city of 18,000 within 10 years after his 1969 announcement. A plan now approved by HUD calls for a town of 46,641 people on 5,287 acres by the year 2003. An assistant to McKissick, Gordon R.. Carey, said, 1 guarantee that we are pretty frustrated with progress in a lot of things. Carey said the time necessary to process Public hearing planned for Tuesday N,C. prepares for : ERA battle by Dollie l Smith UPI Capitol Reporter RALEIGH The North Carolina General Assembly, one of the few remaining hopes for final ratification of the Equal Rights Amendment (ERA) this year, will hold a one-hour public hearing for ERA proponents Tuesday, a highlight in a busy week for the lawmakers. The 3 p.m, hearing, unrequested by sponsors of the measures to ratify the proposed 27th amendment to the U.S. Constitution, was set -by House Constitutional Amendments Committee Chairman Rep. A. Hartwell Campbell, D Wilson, as the start of a planned lengthy examination of the controversial issue defeated bv the North Carolina Senate in 1973 on a 27-23 vote. A similar hearing for opponents to the measure is scheduled March 11, and then before taking a vote on the proposal, Campbell plans to have the 17-member committee examine all state laws which would be affected by ERA. Proponents have charged Campbell with delaying committee action to pick up opposition strength. While nine of the 16 voting members on the committee are bill . sponsors, it is considered against legislative protocol for members to override a committee chairman's wishes. National attention has focused on North Carolina as one of the five remaining states which might ratify the amendment this year. So far 34 of the required 38 states have ratified it. But 1975, considered by national ERA leaders as the target year for final ratification, has produced only one win and seven definite defeats. Supporters have until March of 1979 to ratify the amendment which calls for "equality or rights under the law shall not be adbridged by the United States or by any state on account of sex." Other states where the amendment is pending include South Carolina, Missouri and Illinois. The Florida legislature which convenes in April is also expected to consider the proposal. the major loan agreements with the federal government is a major holdup. In 1969, McKissick held a news conference to announce he had purchased the 1,081 -acre Satterwhite Farm in Warren County and outlined his goals for the new community. As of Dec. 1 , 1974, the Sew s and Observer said Soul City Co.'s land holdings totaled 2,061 acres less than half the acreage McKissick needs for his town under his loan agreement. The only building construction underway at Soul City is the site for the town's first industrial building for which Gov. James E. Holshouser joined in breaking ground in November 1973. As of this month, the only industries ready to move into the building when it is completed are McKissick organizations funded by the government, the paper said. The News and Observer said the only other construction at Soul City is road building and a regional water system, both of which are being funded by state and federal monies. According to the News and Observer, a three-month probe of Soul City shows that McKissick and other officers of his-own profit-making development firms have some control over every federal dollar that is used by non-profit organizations at Soul City. McKissick is an officer or director in five of the Soul City organizations which receive federal assistance the Warren Regional Planning Corp., Soul City Utilities, Healthco., Inc., Soul City Foundation, Inc. and the Soul City Co. His wife, Evelyn, is chairman of the Soul City sanitary district, the paper said.
