WASHINGTON The Senate, taking up
the big defense spending bill, Thursday :
turned back liberal attempts to delay flight '
tests of Cruise missiles and slash SI6I.3 "
million for four flying command post,
aircraft.
On a 52-34 vote, the Senate defeated an .
amendment by Sen. Thomas F. Eagletoh, D-:
Mo., to eliminate the command post item"
from the measure, and to hold planned '
procurement to 1 1 instead of 34.
Eagleton argued that the additional 13"
aircraft were unnecessary because they were
intended for NATO allies who made no!
commitment to buy them.
"What this boils down to is whether -N
ATO is going to buy them or not. They'll -ride
it, and stroke it and love it, but they
won't buy it," he said, "because they are too"
tight with a buck to squander it on this 14'
carat white elephant."
But Sen. Henry M. Jackson, D-Wash.,'
argued the United States needs a strong
conventional defense, and remained hopeful .
the Europeans would come around to .
buying the special Boeing 707 aircraft.
Earlier, the Senate defeated, 55 to 33, an
amendment by Sen. George S. McGovern,
D-S. D., which would have forced the
Pentagon to delay flight tests on Cruise
missiles pilotless bombers until Sept. 30,
1976.
Ford urged to select woman
WASHINGTON Urged by his wife and
other feminists to nominate a woman,
President Ford said through White House
spokesmen Thursday he will pick "the best
qualified person" to succeed Supreme Court
Justice William O. Douglas.
At least one woman Carla Hills, the
secretary of housing and urban
development seemed likely to be a top
candidate. Half a dozen others also cropped
up in Washington speculation over who
might become the first female Supreme
Court justice.
Betty Ford told reporters she had a chat
with the President and informed him of her
wish that he select a female successor to
Douglas, who retired suddenly Wednesday
for reasons of health. Asked Ford's reaction,
she smiled and said, "we'll see."
"There are so many women judges who fill
the bill," she said, and one of them could be

Ford, however, remained strictly
noncommital on the subject of potential
nominees an issue which could become a
political hot potato. and White House
spokesmen said he began his talent search by
looking over a list of potential candidates
prepared Thursday by the Justice
Department.
Carey meets legislature
- ALBANY, N.Y. Gov. Hugh L. Carey
met with legislative leaders Thursday to
hammer out agreement on new taxes, state
budget cuts and a moratorium on New York
City's debt amid indications President Ford
was easing up on his opposition to federal
aid for the nation's largest city.
The leaders worked under the pressure of
New York City's fiscal crisis, the impending
default by Yonkers the state's fourth
largest city and the deep financial troubles
of four state agencies.
The Yonkers and the agency problems
stemmed from their inability to borrow in a
municipal bond market thrown into disarray
by New York City's fiscal crisis.
New York City, according to Carey's fiscal
experts, could be kept from default only
through the end of the month without
approval of the plan.
A key element in the plan is the exchange
of up to S3 billion of the city's debts for long
term bonds of the special state agency
created last J une to help the city meet its cash
needs.
But despite the drastic steps proposed by
Carey, the Democratic governor said success
of the plan would depend of President Ford's
decision to approve federal loan guarantees
for the city.
In Washington, presidential press
secretary Ron Nessen suggested Thursday
that Ford was dropping his total opposition
to federal aid to keep the city solvent.
Ford to visit N.C. Friday
RALEIGH, N. C President Ford,
facing an expected tough fight with Ronald
Reagan in the North Carolina presidential
primary, visits the state Friday for the fourth
time since entering the White House.
Ford planned to spend more than two
hours shaking hands and making a brief
luncheon speech at the state Republican
Convention in Raleigh during a trip that will
also carry him to Atlanta.
He was scheduled to motor to nearby
Durham, 20 miles west on Interstate 40, for
an address at North Carolina Central
University, a state-supported school with a
90 per cent black enrollment before going to
the convention.

Plan to protest treatment

A solidarity demonstration against Soviet
treatment of Jews is planned for Saturday's
UNC-Russian National Team basketball
game by members of the Chapel Hill Hillel
Foundation.
The group will meet at 4 p.m. at the Hillel

The Association of International Students and the
International Student Center will co-sponsor coffee hour
from 11 a.m. to 1 p.m. In the basement of Bynum Hall.
A Shabbat dinner will be held at the Hillel at 6:30 p.m. The

A conference on The Philippines under Martial Law U.S.

The annual Chapel Hill Cooperative Playschool Art Fair

Church on Purefly Road. Piedmont artists will have their
work on display and for sale. There will also be baked goods

Dr. Carlyle Marney will be at the Wesley Foundation this

They ought to see that there is oppression
of minorities, political dissenters and Soviet
Jews in the U.S.S.R.." he said.
People will be asked at the demonstration
to sign a petition calling for U.S. pressure on
the Soviet Union to ease Jewish immigration
restraints. Lehrer said.
There will also be singing of Hebrew and
English freedom songs, folk dancing and
distribution of information about the
condition of Jews in the Soviet Union.
Assistant Athletic Director William
Cobey said Thursday that after talking
several times to Lehrer, he saw no major
problems with the demonstration plans.
"It was not a matter of granting them
permission." Cobey said. "People have a
right to protest.
"As long as they are out of the flow of
traffic and don't sdicit contributions from
the spectators they can assemble."
No special security measures are being
planned by the campus police. Major E.B.
Riggsbee of the security department said.
Only officers used regularly for traffic
direction during basketball games will be on
hand.
Although some Hillel members will be
attending the game, Lehrer said there are no
plans to extend the demonstration into the
gymnasium.
