No vacation is perfect. New river controversy flows on What was once only a meandering river in northwestern North Carolina is now a major political fight between the environmentalists and the power company interests. Health officials here are now alarmed, however, that the refuse may Reform reformed When the Federal Corrections Institute at Butner was on the drawing board, its designers envisioned it as a revolutionary experiment in criminal rehabilitation. It would be a "prison without bars," a sort of life-size do more than just smell bad. It may pose serious health hazards to humans. Concerned by the health risks, the University is considering banning stray dogs from campus and requiring leashes for the rest. (See story page 8.)
