Chrome ban passes test
WASHINGTON ( U PI -Legislation to
reimpose the U.S. embargo on chrome
imports from Rhodesia passed the. House
Monday and neared approval in the Senate.
The House voted 250 to 1 46 to ban
imports of chrome from the white-ruled
African nation a move endorsed by
President Carter. The Senate scheduled a
final vote on the proposal Tuesday.
Congressional leaders expressed hope the
legislation will clear Congress and be signed
by the. President before he visits the United
Nations Thursday.
Test votes in the Senate indicated strong
support for repeal of the "Byrd
Amendment,'" which has permitted the
United States since 1971 to ignore U.N.
sanctions against the purchase of chrome
from Rhodesia.
Sen. Harry Byrd, I-Va., who sponsored
the J 971 amendment, offered a new one to
continue the imports until Carter can certify
that all other members of the United Nations
are complying with the sanctions. The
Senate rejected the proposal, 45 to 28.
The Senate then rejected, 50 to 29, another
Byrd proposal.

The UNC Debate and Individual Events Teams
have qualified for national tournament
competition based on successful performances
during the academic year.
The UNC debate team is one of 16 to receive a
first-round bid for national competition from a
field of 30 applicants chosen on the basis of season
point averages. Although the team's national rank
will not be determined until after the tournament,
the bid places the team among the top 16 in the
nation. i
The first-round bid was also the fifth in the last
seven years that UNC has received.
Walker Smith, a High Point senior, and David
Williams, a senior from Boone, will represent
UNC April 15-18 at the National Debate
Tournament in Springfield, Mo.
The debate topic this year has been Resolved
that the federal government should significantly
strengthen the guarantee of consumer product
safety required of manufacturers.
Smith and Williams will argue in favor of
stricter building codes and national monitoring
programs for both residential and business
structures.
"We have great confidence in our case," said Bill
Balthrop, director of forensics. "We've lost only
once when we've argued it before."
"I believe we will qualify for the elimination
rounds because we not only have good debaters,
but well-researched topics as well. We quote a lot
of Dr. (David) Stewart's research about the
Southport nuclear plant."
Smith and Williams will compete against 62
teams from across the United States, representing
such schools as Catholic, Emory and
Northwestern universities and universities of
Arizona, Georgia. Kentucky and Kansas.
The debate team's sister organization, the
Individual Events team, will compete against 200
"teams in the National Individual Events
Tournament April 22-25 at George Mason
University in Washington. D.C
UNC has 16 qualifiers in 35 events after nine
district tournaments. The final tournament of the
season is scheduled for M arch 25-26 at Morehouse
College in Atlanta. Ga.
The individual events competition involves
public-speaking contests in original events such as
extemporaneous, persuasive and impromptu
speaking and in interpretative events involving
poetry and prose reading.
To qualify for national competition, individual
and duet competitors must place in the top 10 of
each event during the season's contests.
The UNC team has placed in the top 10 in every
tournament this season, according to Sue
Linderman. team coach. The most recent victory
included a fifth-place finish among 37 schools
competing at Southern Connecticut State College
in New Haven. Conn., over spring break.
The season's best performance came with a first
place finish ahead of 22 schools in a tournament
Feb. 4-5 at Monmouth College in West Long
Branch. N J.
"Over two-thirds of our members are novices
and have gone to tournaments for the first time
this year, but we've placed at least three people for
national competition at each tournament,"
Linderman said. "We've succeeded in establishing
a very good reputation."

According to Shirley Marshall, an
OWASA member, no action was taken on
the request because it was proposed merely
as a ploy to delay the Cane Creek study.
Marshall explained that the group of
reluctant landowners have also refused to
allow surveyors on their land, again as a
means to delay the study.
"We are very anxious to get the survey
completed," she said. "The water situation is
very tight, but we know we are doing the
right thing."
The group of Cane Creek residents
opposing the construction of the reservoir
has proposed an alternative expansion of
University Lake.
