KINSHASA, Zaire (UPI) Zaire hinted
Tuesday that Cuban troops were part of a
force invading the former province of
Katanga and asked for U.S. help. The
United States called the request justified and
sent $1 million in emergency military aid.
Zaire's government-controlled news
agency said the invaders who attacked from
Angola last week and captured several towns
were "led by other mercenaries from across
the Atlantic and supported by a third
country for the needs of ideological
conquest."
The report did not mention Cuba by
name. But an estimated 1 0,000 Cuban troops
remain in Angola from a force of some
14,000 that helped the Marxist faction of
Angolan President Agostinho Neto win a
bloody civil war and control of the former
Portuguese colony last year.
1 n Washington, the State Department said
it could not confirm that Cubans were
among the invading force and that the
speedy U.S. compliance to Zaire's request
for military aid was not necessarily an
endorsement of Zaire's claim that the
invaders were "mercenaries."
"We have no confirmed, solid evidence
that there are Cubans involved in the
invasion force," State Department
spokesperson Frederick Z. Brown said. He
added, "We have no solid evidence that they
(the invaders) have support from Angola."
"The request is justified. . .and our
information about the situation in Zaire is
sufficient for us to make a favorable
judgment on the request," Brown said.
A Pentagon spokesperson said a DC8
carried fuel, communications equipment,
parachutes, back packs and military rations
as well as medical supplies. A second
chartered plane will leave for Zaire later this
week with spare parts for U.S.-made
Hercules CI 30 aircraft used by Zaire's air
force.
Reorganization on way
WASHINGTON (UPI) President
Carter's plans for reorganizing the federal
bureaucracy passed a pivotal test Tuesday
when a House subcommittee unanimously
approved a compromise proposal.
The compromise, offered by chairperson
Jack Brooks. D-Tex., of the parent House
Government Operations Committee,
apparently assured congressional approval.
It ended a standoff between the
administration and Brooks, who opposed
the one-house veto provision Carter
included in his proposed reorganization
authority.
House gets new post
Richard M. House has been appointed
director of continuing education for the
School of Public Health.
House, who has been acting director since
July 1976, will head the continuing
education unit in the division of community
health service.
The continuing education unit sponsors
more than 100 programs each year in
coordination with the school's faculty and
numerous organizations throughout the.
state. More than 5,000 public health
professionals annually attend these courses,
workshops and conferences.
Hijacker goes to U.S.S.R.
TURIN. Italy (UPI) The Italian hijacker
of a Spanish jetliner headed for the Soviet
Union Tuesday night Under the mistaken
impression Moscow has no diplomatic ties
with Spain and thus may let him go free.
Earlier in the long saga which took him to
Africa, Italy and Switzerland, Luciano
P or carte had said he might finish up in
Moscow because "there they have no
relations with Spain, so they would certainly
let me go."

Pizza Hut threatens suit against to wn on impact statement

Pizza H ut may sue the town of Chapel
Hill in an effort to obtain a building
permit for its proposed restaurant at 1 12
W. Franklin St., according to Alderman
Robert Epting.
Opponents of the proposed Franklin
Street restaurant maintain that such an
establishment would detract from the
natural setting of Chapel Hill's main
thoroughfare.
Epting said Tuesday the reason Pizza
Hut is considering court action instead
of merely submitting a required
environmental impact statement is
unclear.
According to Chapel Hill guidelines,
the Pizza Hut is guaranteed a building
permit, regardless of the environmental
impact statement it submits.
Pizza Hut representatives were issued
a building permit earlier this year, but
the permit was rescinded because of an
appeal by Eptipg.
The Chapel Hill Board of Aldermen
later passed an ordinance requiring
building permits to be accompanied by
environmental impact statements.
"The current law guarantees a permit
after an environmental impact
statement is received," he said. "We plan
to change the law so that the building
people can determine whether or not a
permit should be issued, depending on
the results of the statement."
Epting said he expects the law to be
changed at a public hearing set for
March 24.
Epting said that Bob Page, the
attorney representing Pizza Hut, balked
at submitting an impact statement,
maintaining the action would only delay
the issuing of a building permit.
"The delay would probably be only 30
days, and possibly 90 days, if an impact
statement is submitted," Epting said.
"Yet, by getting tied up in the courts, the
delay will be at least one year. It doesn't
make sense."

Teamsters Central States pension fund into
receivership, a congressional subcommittee
chairperson said Tuesday.
Rep. "Sam Gibbons, D-Fla., said his
House Ways and Means oversight
subcommittee wants to ask the Labor
Department why it has spent nearly two
years negotiating with the Teamsters when
there seems to be evidence to justify strong
legal action against the fund-
Gibbons acknowledged, however, that his
question may go unanswered because Labor
Secretary Ray Marshall has refused to
testify. Marshall declined to appear Tuesday
because the subcommittee wouldn't
guarantee him a private hearing.
Rep. J. J. Pickle, D-Tex., a subcommittee
member, said Marshall's refusal "makes a
mockery of the open and responsive
government" promised by President Carter.
The government has investigated the
Teamsters' biggest pension fund since
November, 1975.
Senate honors Haley
WASHINGTON (UPI) The Senate
Monday passed a resolution paying tribute
to Alex Haley "for his exceptional
achievement in producing Roots."
The resolution, introduced by Sen. John
Glenn, D-Ohio, passed by voice vote without
dissent.
The resolution praised Haley's effort and
said "individuals of all races have gained new

insights into, and a better understanding of,
Black Americans' on-going struggle for
complete freedom and equality, both
historically and at the present time."
Glenn said he introduced the legislation
because the Ohio legislature had passed
similar legislation on a state level and he felt
the Senate should "express our entire
nation's appreciation and gratitude."
