The Science Fiction and Fantasy Club will
House okays
. WASHINGTON (U PI) The House,
sweeping aside questions about
constitutionality, voted overwhelmingly
Tuesday to give President Carter the
authority he requested to reorganize the
federal bureaucracy.
The measure, approved 395 to 22, is
almost identical to a three-year
authorization bill unanimously approved by
the Senate earlier this month.
Rep. Jack Brooks, D-Tex., chairperson of
the Government Operations Committee and
the bill's floor manager, told reporters later
he believes the Senate will quickly accept the
House version rather than tie up the
legislation in a House-Senate conference
committee.
Brooks was one of the strongest critics of
Carter's reorganization formula, which
provides that each plan will go into effect
within 60 days unless either the House or
Senate passes a resolution of disapproval.
Brooks pushed for legislation to require
specific approval by both houses for each
reorganization proposal, but dropped the
effort when it became apparent he would be
out-voted even in his own committee.
The Texan had argued it was
unconstitutional to allow major structural
changes by the president in statutory
programs and agencies without positive
approval by Congress.

Crash due to pilot error
SANTA CRUZ DE TENERIFE, Spain
(UPI) The KLM jumbo jet that ripped
through a Pan American 747 in the Canary
Islands and killed 575 persons had no
permission to take off, Spanish and Dutch
officials said Monday.
The chief Dutch investigator said the
captain of the KLM plane only got "flight
clearance" for his plane and failed to ask for
"takeoff clearance" before starting a takeoff
run to the worst disaster in aviation history.
"We are still on the runway!" the Pan
American pilot shouted over his radio as he
saw the KLM jumbo jet barreling down on
his jam-packed 747 jumbo jet.
His warning was too late to stop the 400
ton Dutch jet, rushing down the runway at
186 miles per hour.
The latest casualty figures said at least 575
persons died. Only 68, all Americans,
survived.

HOLLYWOOD (UPI) "Rocky!" which
won the Oscar for best picture and best
director, and "Network." which captured the
top acting prizes for Faye Dunaway and
Peter Finch, were the big winners of the 49th
A nnual Academy Awards Monday.
Jason Robards won the award for best
supporting actor in "All The President's
Men" and Beatrice Straight was voted best
supporting actress for "Network."
It was a first win for all four performers.
John Avildsen won the Oscar for best
direction of the bxoffice hit. "Rocky."
