Carrboro cleanup set for Saturday
The Carrboro Public Works Dena
sponsor the third annual Carrboro Cleanup Drive
Saturday. Free trash pick up will be available for
Carrboro residents from 7:30 a.m:1 to 12:30 p.m. -
"The purpose of the drive is to give Carrboro
residents a chance to clean up their yards and the
town as a whole," said Chris Peterson, Carrboro

to carry their garbage to the curb, but Saturday it
will be picked up anywhere in the yard.
A fee of $5 is normally charged for pick up of
large objects but will not be charged Saturday.

Department at 929-5810 or the Carrboro Town
Hall at 942-8542.

A bill allowing North Carolina doctors to
discontinue medical treatment which only
postpones apparently inevitable death has been
introduced in the General Assembly.
The bill was introduced in the Senate by
William G. Smith, D-Wilmington, and in the
House by Reps. Robert L. Farmer, D-Wake, and
John Gamble, D-Lincoln.
Smith said the two-part bill provides for a
document signed by a healthy person declaring
that he does not wish his death to be postponed by
artificial life-saving devices if he becomes
terminally and irreversibly ill. The document is
valid for five years and may be revoked by this
person at any time.
The declaration permits an attending physician,
who has obtained the opinion of one other doctor,
to stop using artificial means to maintain this
person's life.
Farmer said these artificial means have been

Smith said the second part of the bill deals with
cases similar to that of Karen Ann Quinlan. "If a
person is comatose and has not signed a
declaration, and if the attending physician and
two other doctors certify that the case is terminal
and irreversible brain damage exists, a physician
mav declare the person dead. He mav then remove
heart and breathing machines.
"This is purely permissible legislation designed
partly to protect doctors from criminal
prosecution and law suits," Smith said. "Another
purpose is to protect the surviving family from the
psychological trauma of asking for the removal of
artificial devices and to relieve them of financial
burdens."

neither murder nor suicide. Smith said. The bill
allows doctors to keep a person alive long enough
to donate his vital organs if the patient has made
previous arrangements.
"This bill has been carefully drafted
representing work over one-and-a-half years,"
Smith said. "It also includes input from the North
Carolina Medical Society."
Carter drops tax rebate plan
WASHINGTON (UP1) President Carter,
admitting political considerations were also a
factor, withdrew his $50 tax rebate proposal
Thursday on grounds the improving economy rib
longer needs the stimulus.
In an appearance in the White House press
room, Carter personally announced the decision
that followed two days of closed meetings with his
economic, political and congressional aides.
"Yes, there were political and economic
considerations," he said. "The overwhelming
thing, though, was economic. We could have
passed the economic stimulus package in its
entirety had we decided to go ahead with it."
But he acknowledged that no doubt" many
Democratic congressional leaders had "lost their
enthusiasm" for it. The leaders had said the
House-passed rebate proposal was in serious
trouble in the Senate.
"I've been accused of a lot of things," Carter
said. "I don't believe anyone has ever accused me
of being afraid of a political fight or of being too
quick to compromise.
"I did not back off because I feared political
defeat."

than 9 points apparently in response to early
reports that Carter was dropping the rebate
proposal, which many businessmen opposed as
inflationary.
Carter said that last December, when he and the
Democratic congressional leadership hammered
out the two-year, $31 billion economic stimulus
package, the rebate proposal was justified because
"unemployment was 8 per cent, the economy was
dormant, to say the least, and inflationary
pressures were not as great as they are now."
He then cited the reduction in unemployment,
the increase in inflationary pressures and the
prospective impact of his energy package to be
announced next week as reasons for dropping the
rebate.
Congressional reaction was generally favorable.
Rep. Henry Reuss, D-Wash., called the move "a
retrieve, not a retreat," and other Democrats said
the rebate plan could be revived if the economic
picture changes.
The House had already passed the rebate
proposal. It had cleared a Senate committee and
was to be debated on the floor Monday when
Congress returns.
Carter said the single most important factor in
his decision to drop the rebate was an unexpected
increase in retail sales. He said the increase proves
consumer confidence is up one of his objectives
last December.
The rebate, which was to go to almost every
American at a cost of $1 1 billion, was a central
part of his overall economic stimulus package.
Only last week, Carter made another personal
appearance in the press room to stress the
necessity of the rebate.
But, Thursday, he said the remaining $20 billion
package "will euarantee us durable growth." '

God Almighty's Word says whip an evil man not more

them to death.
The first recorded words of The Lord Jesus Christ after his

God!" Matthew and Luke 4:4. If you are not striving to learn
and live by "EVERY WORD THAT PROCEEDETH OUT OF
THE MOUTH OF GOD ALMIGHTY" you ought to have
integrity enough to resign and get out of His Church. If in a
position to do so this witness would surely refuse to serve
you the Communion Elements. John Calvin said the one who
eats and drinks unprepared "swallows the wrath of God."
"Beware meddling with God." The Apostle Paul tells us there
are some who should be "turned over to Satan" that the spirit
might be saved in The Day of The Lord Jesus!
If we find out and we will but maybe too late, that a
whipping post and gallows faithfully used will soon cut crime
to a minimum, doubtless we will fill the bill of those of whom
The Prophet Daniel speaks: "MANY OF THEM THAT SLEEP
IN THE DUST OF THE EARTH SHALL AWAKE, AND
