The board of directors, which consists of all voting members of the Media Board plus the general manager of Student Graphics, Steve Gould, voted to approve a motion to dissolve the corporation by a 5-4 margin. The motion was introduced after the board approved Graphics' budget for the 7778. fiscal year. The vote climaxed months of debate over the Graphics issue. A resolution to suspend Graphics' budget and to begin negotiations with UPD was passed May 31, at the first meeting of the summer media board. Questions concerning the legality of the board's procedures, doubts expressed by members of the Campus Governing Council (CGC) last week, a mysterious new set of Graphics by-laws, and disagreements between graphics manager Steve Gould andu student government originally stalled the effort to phase out graphics. The meeting Tuesday night bogged down in parliamentary confusion throughout the five and one-half hour session. Questions concerning proper voting procedures, discussion, and points of order contributed to delays. Media Board's critics, notably Gould, charged the board with failing to follow correct procedures, and with callousness in its handling of the 'situation. Patty Turner, Media Board chairperson, along with other SG officials including Student Body President Bill Moss, said the reason for dissolving Graphics was its lack of economic, viability. Treasurer Todd Albert agreed, stating he felt Gould was "incapable of proper administration" of Graphics' finances. The Graphics issue also was argued at the CGC meeting last week. After two hours of debate, the CGC tied in a vote to decide whether to endorse the Board's actions. At that meeting, Gould argued that Graphics should be given more time under present managment to prove itself. Turner argued that a trial period for Graphics was impractical, that UPD would service students equitabjy and absorb Graphics', employees. She questioned the ability of Student Government to . continue subsidizing Graphics. "Student Government is just not set up to handle a professional business." SG Treasurer Todd Albert, a permanent member of the Media Board, said Graphics owes $9,500 in loans to SG. Supposedly, the money from the sale of its equipment will revert back to SG's general surplus. It differs from the original by laws in that there is a provision which bars student publication representatives from voting on matters concerning Graphics. Publication representatives are barred in the new rules on a basis of conflict of interest. The new rules, according to Turner, were written iathe spring of 1976 but had become lost in the high turnover of board chairpersons this year. "There has been no reason to pay strict attention to the by-laws' said Student Body President Bill Moss Monday. "Most things about Graphics were either unanimous -or innocuous."
