Southern Bell is also subject to a number of other additional costs as a private business including: (a) State and Federal Income Tax, (b) North Carolina Gross Receipts Tax of 6, (c) a depreciation expense, (d) Unemployment Insurance, and (e) Property Tax for both the town of Chapel Hill and Orange County. These additional costs and the North Carolina General Statute, Chapter 62, Article 140 stating that phone companies cannot charge unreasonably different rates between localities of comparable size (where size is defined as the number of stations), financially and legally restricts Southern Bell from reducing their rates for Chapel Hill. Also, Southern Bell's rates must be approved by the North Carolina Utilities Commission before they can be implemented. The solutions are directed specifically to UNC students because it was felt that students are most affected by the policy changes implemented by Southern Bell. Some things that students can do to avoid the increased cost of using phones are: 1. Use phone books and the student locator service instead of directory assistance to reduce charges on phone bills. 2. Share phones to cut the cost of a private phone. This can include entire suites or several rooms on a floor in residence halls. This may involve the problem of assuring that each individual will be responsible for his share of the bill. 3. Have phones disconnected when they leave for the summer and reconnected upon returfh This is less expensive than suspended service &or leaving a phone hooked up for three months. HELD OVER!
