S-4, S-5 permits
interchangeable;
airport lot open
Approximately 3,200 parking permits will
be distributed to UNC students Sept. 6 and 7
by University Police, but a larger number of
applicants than ever before will be left
empty-handed.
"1 don't know the exact figures yet, but
more students applied than ever before,"
traffic department supervisor Carolyn
Taylor said.
The problem has been particularly acute
in S-5 parking areas, which include Stadium
Drive and Ramshead parking lot, where
many students having valid permits have
been unable to find parking.
To help alleviate this problem, persons
having valid S-5 parking stickers will be
allowed to park in S-4 zones without penalty
until permanent stickers are distributed,
according to Ted Marvin, director of the
security services department. S-4 areas
include lots near several South Campus
dorms. .
"We apparently have not done our job,"
Marvin said. "There are obviously more
people wanting to park there (in S-5 areas)
than there are spaces for."
A new town ordinance that restricts
parking on 41 Chapel Hill streets is blamed
for causing the record number of applicants.
The ordinance went into effect Aug. 15,
causing many students to lose off-campus
parking places.
"There is less street parking now, so
people who normally did not apply for a
permit had to," Mrs. Taylor said.
Students should come by the police office
in the Y-court to pick up permits.
Students not receiving permits will be
notified later if space becomes available in
one of the popular on-campus lots. Traffic
officials said chances of availability are slim.
Spaces are available at UNC's parking lot
off Airport Road for $3 per year, and bus
passes to bring students onto campus are
available for $18 per year.
Correction
Students who have obtained a waiver letter
from the Student Aid Office may not change
their meal plans with Servomation-Mathias
Inc. The Daily Tar Heel incorrectly reported
Thursday that they could. The DTH regrets

The Department of Health, Education, and Welfare has
recently issued its regulation for the implementation of
Section 504 of the Rehabilitation Act of 1973. This act
provides:
"No otherwise qualified handicapped
individual. . .shall, solely by reason of his handicap,
be excluded from the participation in, be denied the
benefits of, or be subjected to discrimination under
any program or activity receiving Federal financial
assistance."
Please be advised that it is the policy of The University of
North Carolina at Chapel Hill not to discriminate on the
basis of handicap in the programs or activities which it
operates including admission or access to, or treatment or
employment in, those programs and activities.

Cadmus reminisces about hospital opening

On Sept. 2, 1952, UNCs new hospital
opened its doors. Well, not all of them.
"The front door wasn't ready, but we
went in the back," said Dr. Robert
Cadmus, the hospital's first director,
recalling the rushed inauguration of the
long-awaited teaching hospital for the
UNC system.
Cadmus was at North Carolina
MemorialHospital(NCMH)this week to
celebrate the hospital's silver anniversary.
Cadmus assumed the NCMH
directorship in 1950, leaving a hospital
administrator's job at Case Western
Reserve University near Cleveland. He
served as director until 1 962, overseeing a
hospital that gained respect as fast as it
gained additional wings.
DUI drivers in
SACRAMENTO, Calif. (UP1) - Initial
results in a first-ever California test show
that more than one in five motorists stopped
for drunken driving have marijuana in their
blood, it was learned Thursday.
Officials said indications are that as more
blood is sampled the incidence rate will jump
to one in four.
The preliminary report of the experiment
by the state Justice Department disclosed
that 22 per cent of 29 1 blood samples drawn
from suspected drunken drivers contained

problems from spring, 1952, to July, and
then to September. "We couldn't wait any
longer, because the students were arriving
to start med school," Cadmus said.
So on Sept. 2, dignitaries tromped
through red mud and past workmen to
await the first patient. When Mrs. John
F. Bolton of West End arrived, she was
greeted by photographers' flashbulbs and
Chancellor Robert B. House's
handshake. Almost simultaneously, the
hospital's first baby was born just outside
the emergency room, and the hospital's
tradition of health care to the state began.
But it was an arduous beginning.
Cadmus oversaw a skeletal staff. 45 per
cent ol whom had never worked in a
hospital.

months of the year-long project. A

"We trained them," Cadmus said. "We
were almost a religious order. We pushed
people farther than you could today. The
dedication - you had to have it. Nurses
would stay overtime. We just worked till
we were finished."
The hospital, designed in 1949,
included many duplicate facilities for
, black and white patients, which Cadmus
viewed as something of an
embarrassment. "When I came," he said.
"I didn't operate it that way."
. The duplicate facilities were gradually
converted to other uses without undue
controversy. "Now in Pittsboro or
Burlington, you couldn't have done that
back then." said Cadmus, who recalled
that a black woman was chief technician
of the blood bank in 1952.

Office of Traffic Safety began the federally
financed $82,000 experiment in April to
determine the incidence of marijuana use by
drivers suspected of being intoxicated.
The samples are gathered from suspects
and analyzed in a private laboratory in Los
Angeles. The drivers are not told that their
blood is being used in a marijuana study and
they are not subject to additional charges
because of the findings.
