WASHINGTON (UP1) - Shouting "no,
no, no," more than 2,000 protesters
demonstrated near the Pan American Union
and the White House Wednesday before,
during and after the signing of the Panama
Canal treaties.
Throughout the historic day, middle-aged
veterans, young human rights activists,
mcmbcis of both political parties and even a
few American Nazis gave vent to their
opposition.
One daytime demonstration was held on
the steps of the Capitol, with several
members of Congress making speeches
denouncing the agreement to turn the canal
over to Panama in the year 2000.
Near the Pan American Union, at about
the time President Carter and Panamanian
leader Omar Torijos were signing the treaty,
a bespectacled old woman wearing white
loafers and a white dress waved a banner
saying: "We built it, we paid for it, keep it!"
Passing cars with bumper stickers reading
"Honk if you want to keep the canal" drew
'DTH' starts new distribution system
A new Daily Tar Heel distribution system,
moving some old drop sites and adding
several new ones, is now in effect.
DTH Editor Greg Porter said the new
system, with a total of 41 boxes, should be
more effective and more efficient.
Drop boxes for some areas have been
moved outside to serve more conveniently all
the dorms in that area, such as the Women's
Triad and the Upper and Lower Quad.
"In the past, the drop box for an area such
as one of the Quads or the Triad has been
convenient only to the dorm in which it was
placed," Porter said. "We've now moved
these boxes outside to a central position so
they will serve all the dorms in the areas
they're designed to serve."
New campus drop sites have been added at
Coker Hall, Rosenau Hall, the Health
Sciences Library, Joyner Dorm and

Park Police to number over 2,000 were
kept across Pennsylvania Avenue from the
White House and at least a block from the
Pan American Union, headquarters of the
Organization of American States where
virtually all the hemisphere's top leaders
gathered for the signing.
In general, those opposing the canal
transfer predominated at the Pan American
Union, while demonstrators near the White
House were mostly protesters of military
rule in some Latin American countries,
including Panama.

guest, former President Gerald Ford, were

a large group of the visiting dignitaries,
carried signs saying "Carter's Human Rights
Policy: Dinner with all the Fascists" and
Henderson Residence College. The
Whitehead box has been moved to the street
to serve more students, also.
Franklin Street drop sites are at the U.S.
Post Office, Fowler's and the Carolina
Coffee Shop.
Other off-campus drop sites are at
Eastgate, Kroger Plaza and University Mall
in Chapel Hill, and at Byrd's and Carr Mill
Mall in Carrboro.
Any suggestions or complaints about the
new distribution system should be directed
to DTH Distribution Manager Bill Bagley.
If students notice that all papers at one drop
site are gone by 9 a.m., they should call
Bagley at the DTH office so changes can be
made.
Porter emphasized that the 41 new drop
boxes were paid for by Hinton Press,
publishers of the DTH.
The South Campus Chapter of Inter
Varsity Christian Fellowship has its first
meeting of the year at 7:30 p.m. in the Parker

UPCOMING EVENTS
The Black Ink Staff will have a picnic to
celebrate its 10th anniverary at 3 p.m.

A series of meditations for beginning
and experienced meditators will be held

include color relaxation, hope, guidance and

way associated with the Transcendental

Muirhead stadium is located on Cleland

Various conservative groups held outdoor
antitreaty rallies in Washington, while about
2,000 human-rights demonstrators staged
peaceful rallies outside the White House and
theTarLAmerican U nion building to protest
the presence of Latin American military
dictators at the treaty ceremonies.
One antitreaty group mustered about 200
strong on the steps of the Capitol at noon,
waving red-white-and-blue banners
decaring, "We Built It, We Bought It , We
Own It "
They hissed a group of American Nazis in
stormtrooper uniforms who joined the rally,
but cheered members of Congress who
denounced the new pact as "treason" and a
document that "ought to be bound in yellow
instead of blue." , ,. "
At the Supreme Court, Justice William
Rehnquist rejected a renewed request by
four state attorneys general for an
emergency order blocking the signing
ceremony until constitutional issues are
resolved. Justice William Brennan turned
down a similar request Tuesday.
But the day and the limelight belonged to
Carter, Torrijos and the diplomatic
MCC on the corner of Dixie and Wade
Avenue (1-40) in Raleigh. Holy Communion
will be celebrated immediately after the

Lance loans legal
new comptroller report
WASHINGTON (UPl) Bert Lance and
his wife obtained about $800,000 in loans in
the early I970's by making interest-free
deposits in the lending bank, federal banking
regulators said in a new report released
Wednesday on the budget director's
financial history.
But the report from the Office of the
Comptroller of the Currency said none of
Lance's banking transactions appeared to be
in violation of federal banking laws, and "we
do not believe that the prosecution of any
individuals is warranted."
The report, released by the Senate
Governmental Affairs Committee which is
investigating Lance's activities prior to
joining the government, also said there were
instances when Lance made temporary
overdrafts.
On that score, press secretary Jody Powell
said the White H ouse was aware of overdraft
problems before Lance was confirmed as
director of the Office of Management and

him as budget director, said Lance used the
interest-free deposit method to obtain more
than a dozen loans dating back to 1963.
But both reports raised questions about
the effectiveness of federal controls over the
banking business, and a House banking
subcommittee is holding hearings on that
general subject.
Comptroller John Heimann forwarded
the additional findings to both the House
subcommittee and to the Senate Committee,
which will have the opportunity to press.
