A special housing department committee
Monday discussed proposed regulations and
suggestions for dormitory-room lofts but set
no definite rules.
Among the items considered by the
committee were loft-construction materials,
loft height, permission procedures and
liability. .
The committee, which includes Russell
Perry, assistant director of housing in charge
of operations, several resident assistants and
students with lofts in their rooms, probably
will meet again Thursday and Friday, Perry
said.
The committee's final recommendations
will be sent to Director of Housing James D.
Condie.
The final policy will contain both
requirements and suggestions. "We want a
policy that any student can understand and
comply with, using materials that are easily
accessible," Perry said.
The committee was "in general

"Daigneuse Debout" (above), a 1906 etcning by Pierre Renoir valued at $210, was
stolen from an art exhibit and sale at.theAckland Art Museum, University Police say.
The etching was taken from a table where it was offered for sale by Robert Woodside
of Baltimore. It is part of the nationally recognized Tomlinson Collection of
Baltimore. University Police say the sale was held in a special showroom in Ackland
and was not under the regular museum's security protection. University Police ask

agreement" that fire-retardant paint, which
would be supplied by the housing
department, be required on the beds. Perry
said.
Wood probably would be the
recommended material. Perry said, because
some students would be unable to construct
a metal loft. Definite dimensions for the
wood have not been set yet, he said, but the
columns would probably be 4-by-4 inches.
The policy would also suggest that the
lofts be limited to a certain height.
Proposals for obtaining permission to
build a loft include a form submitted to the
student's residence director, a disclaimer
stating the University would not be held
responsible for physical injuries because of
the beds, and inspection by University

Perry said the housing department would
have to talk with an attorney to find out what
type of disclaimer could be used.
The committee is also "pretty much in
agreement" that carpeting and cooking
would be allowed in rooms with lofts. Perry
said. But no cooking would be permitted
under or on the loft itself.
Students may also be allowed to leave
their lofts up over the summer if they are
assigned to the same room in the fall. Perry
said.
The student would have to agree that
summer-school students assigned to his
room could use the loft and would not be
responsible for damages to the bed. Perry
said.
Silver, Kawalec declare plans
to run for Chapel Hill board
By DAVID WATTERS
Staff Writer
A UNC professor and a former president
of the local chapter of the League of Women
Voters recently announced their candidacy
for the Chapel Hill Board of Aldermen.
Alderman Marvin Silver, a physics
professor, announced Tuesday that he is a
candidate for re-election.
Silver told a group of senior citizens that
the town needs to make long-range plans to
increase the water supply and improve the
transportation system.
In a prepared statement. Silver said,
"OWASA has seen us through 1977. But the
uncertainties of the last two summers must
not be repeated in 1978."
Silver said a properly placed network of
wells could provide more than two million
gallons of water per day to the area.
"I believe significant improvements can be
made in bus routes and peak-hour service
that would cut the costs of the program.
Silver said.
"Ideally we should provide students with
24-hour transportation service, but that is
not possible. By making the system more
efficient.'we can put the money we save back
into the system to provide more service."
Silver called the enforcement of the town's
noise ordinance "completely subjective." He
said he has been working with sound-level
meters and the police department to develop
an ordinance that he feels could be enforced
fairly.
"Excessive noise is a public nuisance."
Silver said. "But last Saturday night 1
checked the noise levels of several parties on
campus, and they, were only slightly over the
safety level."

Bev Kawalec began her bid for a seat on
the Board of Aldermen Friday
Kawalec acknowledged that Chapel Hill
has more bus riders per capita than any other
town in North Carolina, but she added that
the money put into the transportation
system must be used efficiently.
Kawalec said Chapel H ill must also supply
its own water so it will not have to depend on
Durham. "I commend OWASA for reaching
the agreement with Hillsborough, but it
provides only a short-term solution to the
water problem," she said. "What we need to
do is continue to work on a long-term
solution,"
A Democrat and former president of the
Chapel Hill League of Women Voters,
Kawalec has lived in Chapel Hill for 10
years.
"1 want to serve on the board because I
have an interest in town government, and 1
feel a real commitment to Chapel Hill's
future." Kawalec said.
Corrections
The Daily Tar Heel incorrectly reported in
the Tuesday edition that the Southeastern
Black Press Institute is located on East
Franklin Street. The institute is located on
West Franklin Street. In addition,
Bernadine Moses and Sonja Stone are
codirectors, not cochairpersons, of the
institute.
The article also incorrectly reported that
the institute is working with newspapers in
the Fayetteville, Hillsborough and
Statesville communities. The institute is
studying only the feasibility of black
newspapers in those communities.
