Cansler, associate dean of student affairs, said Thursday. A loft policy was approved Oct. 7 by the housing department loft committee. James D. Condie, director of housing, and Russell Perry, assistant director of housing, were on the committee. Cansler said details as to who is liable Individual Events sponsors tournament at speech UNC College students from 17 Eastern schools will come to Chapel Hill this weekend to participate in a speech tournament sponsored by the UNC Individual Events Team. The tournament, to be held in Greenlaw and Bingham halls, will begin at 9:30 a.m. Saturday and last the entire day. The tournament will resume at 9 a.m. Sunday, with the final round slated for early afternoon. An awards presentation will be held at 4 p.m. Sunday in 101 Greenlaw. The events are open to the public, and information on competition locations will be posted in the foyers of both Greenlaw and Bingham halls. The events scheduled for the tournament this weekend are after-dinner speaking, dramatic interpretation of literature, duet acting, extemporaneous speaking, impropmptu speaking, informative speaking, persuasive speaking, interpretation of poetry, interpretation of prose and a reader's theater. "1 don't think anyone is trying to hold up the policy." The permit written by the housing department committee contains two clauses concerning legal liability of students with lofts or stilts in their residence-hall rooms. The first clause releases the Department of Housing and the University "from any and all responsibility for personal injury or damages to persona! property which may result from the construction or activities connected with the construction, use or abuse of the lofts or stilts." The second clause states that the occupants of the room may be held liable for any injury or damage to personal property that may occur due to neglect, faulty construction or materials. Cansler said he felt the policy was unclear as to exactly who was liable. "My own feeling is that the basic concern about the policy is liability," he said. "It's a matter of the University knowing with some assurance that the policy states the level of liability of the students. "It's not a question of whether or not there should be lofts, but under what conditions lofts should be built."
