White also said h,e is worried about "people pressure" on Duke Forest's research programs over the long haul. He also said that escalating land values in the area caused by the highway might someday put pressure on Orange County to reone for tax purposes. Rose acknowledged that there probably would be some detrimental effects to the area, including pressures on the short water supply, as a result of l-B's construction. Rose insisted, however, that l-B would not have any more detrimental effects on the environment than the four-laning of existTngliTghways such as NC 86 and NC 54. Olive maintained, though, that the construction of a new road such as l-B will have a greater impact on the area than improvements to existing ones would, calling the proposed new highway a "completely different monster." Rose said that in addition to the 1-40 corridor, the state will definitely expand N.C. 54 to four lanes from the east end of Chapel Hill to where it will meet the Halloween Treats from Thell's! Continued from page l-B corridor. Rose said a plan to four lane N.C. 86 from the edge of Chapel Hill to where it meets l-B is being considered but is not part of the plan. Olive has suggested the four-laning of N.C. 54 and N.C. 86 instead of constructing l-B, saying the project would be cheaper. Rose and Highway Administrator Ted Waters said there would be no appreciable savings by upgrading N.C. 54 and N.C. 86 and not Constructing l-B. Don Cox, superintendent of the local soil and water conservation district, said he was worried about the effects 1-40 would have on Orange County's water problem. He described Orange County as being in a belt of minimal rainfall with more than 70 percent of the rain that does fall being lost to evaporation. Cox said the building of interchanges along the l-B route would significantly increase growth in water shortage areas. A number of possible reservoir sites already have been lost to residential development, he said. UNC. physics professor Joseph Straley criticized the highway plan, saying he feels it ignores the tremendous energy shortages that are predicted in for the future.
