Dees Jr. "It is inconceivable to me that these costs are necessary." Several board members requested that no action be taken until the UNC CH Board of Trustees formally opposes the rate hike, but the board defeated the motion and unanimously approved the resolution. "The problem is that the University at Chapel Hill used to charge $7.50 to install a phone, and now Southern Bell wants $72.50 for the same damn thing," board member Hill said. "One thing about being a police officer: you've got to be able to count on your superiors' support," a second-shift officer said. "If you make a mistake, your superiors should provide you with some advice, not bitch at you." "You've got an old guard vs. a new regime," an officer from the midnight-to-8 a.m. shift said. "The old guard is anybody who was here before Marvin. There is a lot to be said for having a long term of service with the University. "But some of these guys couldn't find their asses in a paper sack," he said. Marvin has been security director since 1 972. Riggsbee has been with the police force for 15 years and Mauer for 13 years. Many officers on the two night shifts have been with the police force fewer than 10 years. Many of the disagreements Marvin has with his officers originate from this younger group. For example, University Police has a standing order prohibiting officers with rank less than lieutenant from talking with reporters. Yet many line officers willingly answer queries from the press. "It's unfortunate many officers are going to the press when they have avenues of grievance within their own department," Marvin said. "Screaming to the press is not very professional."
