" The board also sent a proposal for a traffic signal at the middle of the 100 block of Franklin Street to the Transportation Board after debating whether to restrict pedestrian flow there. The approved community center will provide a six-lane indoor, pool, a gymnasium and a 1,000-square-foot meeting room for teenagers. The center will cost approximately $1.4 million. The expansion of the Hargraves Center includes renovation of the pool and the present building.. A 1,500-square-foot addition also will be constructed. The cost is approximately $690,500. The signal was proposed by Interim Town Manager Gene Shipman because there have been eight minor accidents at the crosswalk, mostly at dusk, in the past two years. Pedestrians now have right-of-way over vehicles. Shipman said a signal also would facilitate traffic flow on Franklin Street. Alderman Robert Epting opposed the signal. "Chapel Hill is one of the few places in the world where the pedestrian is still king," he said. "Also, 1 don't think we should have those ugly poles and ugly cables (necessary for a signal)." Alderman R.D. Smith said he likes the possiblity of a signal. "For 10 years I've heard people say that is an unsafe crosswalk," he said. "Anytime an automobile hits a person, it's serious." The board voted 5-3 to send the matter . to the Transportation Board. Gen. Omar Torrijos. The 505-member National Assembly of Community Representatives, which has no legislative power, began a six-year term in a sweltering gymnasium and gave Royo 452 votes. He was unopposed. The assembly elected Ricardo de la Espriella as his vice president and boih were promptly sworn in. . Egyptians arrive for peace talks WASHINGTON (AP) President Carter on Wednesday urged an arriving Egyptian delegation to "stay until we get this settled" as he prepared to open the next round of M iddle East peace talks. . The goal of the talks is to draw three lines in the sands of the Sinai, a task which is all that remains in the way of a treaty that would end 30 years of warfare between Egypt and Israel. Public works bill moves again WASHINGTON (AP) A compromise version of the $10.2 billion energy and water development bill President Carter vetoed last week, now missing some of the major features he opposed, began its way through Congress on Wednesday. ': , ' ,. ' The compromise deletes from the vetoed bill six water' projects that were at the top of Carter's "hit list" for cancellation. Inclusion of any of them could have resulted in another veto. , Also deleted were initial construction funds for 1 1 other projects, although planning money was retained. Hunt asks for Charlotte 3 report Raleigh (AP) Gov. Jim Hunt has asked for a report on the case of the Charlotte Three to help him decide whether to pardon them, said Hunt's legal counsel, Jack Coart. The three Jim Grant, J.J. Reddy and Charles Parker were convicted in 1972 of the 1968 burning of the Lazy B Riding Stables near Charlotte. Fifteen horses died. The U.S. Supreme Court refused to review the case last week, which means all three would have to serve their prison terms unless the governor acted in the case. Raleigh police round RALEIGH (AP) City police Wednesday rounded up 145 persons charged in "Operation Sunshine," a four-month undercover investigation into area drug traffic. v v Two-thirds of the suspects had been arrested by mid-day Wednesday. Police seized a variety of drugs, . including marijuana hashish, cocaine, amphetamines, LSD, heroin and an assortment of hallucinogens. Police valued the drugs at $125,000. -Twenty-two people were also charged with selling stolen property, and police said they recovered property worth $173,000, ranging from stereos and televisions to diamonds, emeralds, rubies and even electric ranges, dishwashers and microwave ovens. In September 1977 there were 22 burglaries. From August to September, larcenies increased from 90 to 96 and motor vehicle thefts from three to eig"ht. Callahan said it is difficult to explain why some crimes increase more than others from month to month and from year to year. ."I wish I knew why, he said.
