By JIM HUMMELL Staff Writer Lawyers for' the University of North Carolina are preparing a response to charges that UNC's public radio and television stations discriminate against minorities. A Durham-based citizen's group called the Coalition for Responsive Media is seeking to . prevent the University from gaining license, renewal from the Federal Communications Commission. The present license expired Dec. 1, said George Bair, director of UNC Educational Television. "We have to submit an annual employment report to the FCC which becomes a part of our public file," Bair said. "The coalition examined the figures in October and filed a petition on Nov. 1." It also says all of WUNC-FM's full time employees are white and that of the television station's 90 employees, only eight are members of minorities. "There's no question that the University has been engaged in an affirmative action effort to assure equal opportunity to all persons," said Wade Hargrove, a Raleigh attorney who represents the stations. According to FCC guidelines, the stations must apply for application renewal every three years. WUNC-TV is licensed under UNC ' Chapel Hill. The coalition's petition marks the first time the network has been challenged in its attempt for renewal. The station has been granted renewal every three years since its start in 1955. "There are some alternatives in the event that the FCC denies renewal of our application " Bair said. "The stations could be run on a contingency basis, that is. on a conditional license. But if we were denied the conditional license the stations would have to go off the air! The University could not apply for another license for a year.'" The present operating license expired on Dec. I but thetations arc allowed to continue broadcasting until a ruling is made. Lawyers for the University will have until Jan. I to file their petition! Winners: Call 967-3114 tf - ;i JF route into Cdrrboro By PAM KELLEY StafT Writer If UNC approves an extension of the F bus route proposed by Carrboro's transportation committee, students may be able to ride the bus from downtown Chapel Hill to northern Carrboro beginning next semester, Carrboro Alderman Doug Sharer said Sunday. The proposal would send F buses down North Greensboro and Hillsborough streets. The plan was sent to John Temple, UNC vice chancellor for business and finance, last week, but he has not yet responded to it. Sharer said. "The route will provide much better service to people in the northern part of Carrboro," Sharer said. "For most people in that area, there is no service available now." Sharer said the cost of the extension is estimated by Chapel Hill to be $17,300, whirVi voiiiH Kf viit k th ''diversity and Carrboro. "From what we have negotiated with the University, this is exactly what we expected to come up with," Sharer said. "I expect UNC will pay half the costs." The route would run during standard daytime hours. Sharer said. "The whole F route will be rescheduled some, but it won't mean any less service to anyone," he said. It is hoped the new service will begin by Jan. 8, the first day of registration before UNC's spring semester, he said. - MWe hope to be able to recommend something to the Board of Aldermen at the Dec. 12 meeting," Sharer said. "We have to take action then to give the Chapel Hill Transportation Department time to rework their schedules." The extension of the F route was one of the service increases proposed by Carrboro in talks with UNC and Chapel Hill last summer.
