HAt ths moment the country is facing on the one hand corrupt governments of the last 25 years which violated ths rights of the Iranian people and on the other hand is facing the threat of a military coup, the Iranian newspaper Kayhan quoted him as saying. The newspaper said Bakhtiar, who is expected to present his new civilian cabinet to the lower house of Parliament Thursday, claimed he was "trying my best to prevent a military coup d'etat." Rumors spread over the capital in recent days that military commanders deeply loyal to Shah Mohammad Reza Pahlavi might attempt a replay of the events of August 1953 when unrest plagued the nation. At that time the monarch was forced to leave the country, returning three days later when the military had seized power. iinev: ' SALT ..defeat 6daiigeFoiio' MOSCOW (AP) Soviet President Leonid I. Brezhnev said Wednesday if the U.S. Senate does not ratify a new arms limitation treaty "it would be more dangerous than a return to the Cold War of the 1950s," according to Senate Minority leader Howard H. Baker. The Tennessee Republican, meeting with reporters after he and five other Republican senators had a two-hour discussion with Brezhnev, added, "I think this statement should be taken with a grain of salt." Baker said he felt a U.S.-Soviet strategic arms limitation treaty, or SALT II, was near and the Soviets want it badly. "It is our conclusion that we will see conclusion of the treaty fairly soon, notwithstanding developments in China and other developments," he said, referring to the establishment of diplomatic, relations Jan. 1 between America and China, the Kremlin's arch foe. Baker said Brezhnez appeared alert and fit and had given up cigarettes, but asked smoking senators to sit near him so he could enjoy the aroma. He quoted Brezhnev as saying he thought he would be going to the U nited States this year to sign a SALT agreement with President Carter. Baker said he got the impression it would be later in the year, but did not elaborate. v The senator said it "appears the Soviet Union does not fully understand the role of the Senate debate" in the treaty procedures. The decision to send the high-speed, highly maneuverable fighters is the second move announced in an apparent U.S. effort to show its military reach into the Persian Gulf area while Iran is rife with conflict. That, according to one knowledgeable U.S. official, is the biggest unanswered question in thejregion after the unseating of the, Pol Pot regime in Cambodia by Vietnam-led rebels. If Vietnam tries to extend its reach, the U.S. view is that the Hanoi government probably would not use troops, as it did in Cambodia, but conduct its assault through local Communist parties or by acts of subversion. However, there is no firm conclusion within the administration that Vietnam will follow an aggressive course against Thailand, Malaysia and other neighbors. And the administration is relying on the -inner strength of those countries. Less than four years after the Vietnam war, no serious consideratibn is given to direct U.S. military intervention in the area. In public and private appeals, the administration is urging Russia, Vietnam's best friend, to curb its client's ambitions. - Similar appeals to Moscow did not prevent Cuban penetration in Africa, but it is hoped the Soviets will exercise more restraint now that the United States has Spfingfest look at is the gross potential, that is, the number of seats multiplied by the ticket price, he said. Gacy Jr., who reportedly has confessed to 32 sex-related slayings, Wednesday entered innocent, pleas to each of seven murder charges contained in a grand jury indictment. Circuit Court Judge Richard Fitzgerald ordered that Gacy be examined to determine his competency to stand trial and whether he was sane at the time the slayings occurred. But he did not rule on a defense motion to quash the the indictments. Gacy's attorney argued that the grand jurors judgment must have been tainted by news accounts of the slayings. - . Tobacco industry calls report 'stunt9 WASHINGTON (AP) The tobacco industry said Wednesday a new surgeon general's report on smoking will be more rehash than research and called the timing of the report a publicity stunt. The report was to be released today the 15th anniversary of the 1964 surgeon general's report that linked smoking to lung cancer and a host, of other diseases, and eventually led to health warnings on cigarette packages and in advertising. Health, Education and Welfare Department officials say the new report contains no startling new scientific evidence about smoking disease. Judge refuses to halt liquor sales RALEIGH (AP) Superior Court Judge James H. Pou Bailey refused Wednesday to issue a temporary restraining order to delay local referendums on the sale of liqour by the drink. Thevis claims seized moneys missing HARTFORD (AP) Atlanta pornography czar Michael Thevis charged Wednesday that some of the money seized from his car when he was captured in Bloomfield in November is missing. In federal court where Thevis faces weapons and false passport charges, Thevis said the government's inventory of the money may be. as much as $100,000 short of his own estimate, which was more than $500,000. A Nov. 29 news release from the office of U.S. Atorney Richard Blumenthal said more than $400,000 in cash was found in the car.
