The bill, introduced by Rep. Al Adams, D-Wake, would make possessipn of four ounces or less of marijuana a misdemeanor rather than a felony. It was originally written to make possession of up to a pound of the substance a misdemeanor but was changed by the committee. Current law makes possession of more than an ounce a felony, punishable by up to five years in prison. The bill was approved by the House Judiciary 11 Committee and sent to the full House for consideration. Adams said the proposal is needed because the state should have an intermediate range of penalties for Surgeon General's report. The study fdund that, in 1975, men who had completed college smoked considerably less than their peers with less education. Women followed the same trend, except for a slight increase among those who have some college education but not a degree. Flaxman, who treats people trying to kick the habit, said college students may be able to quit smoking more easily than older smokers simply because they've been smoking for .a shorter period of time. . The panel voted to reduce the amount to one-half pound, but the proposal ran into trouble on its first trip to the House floor because some members said it was too lenient. ' - It also contained a provision making possession of 20 marijuana plants a misdemeanor. The Judiciary III Committee cut that amount in half. The bill was sent back to the Judiciary II Committee Thursday, which halved the amount again, making possession of four ounces a misdemeanor and deleted the section on plants altogether. Smoking clinics abound, all designed to aid the smoker in withdrawing from tobacco consumption. One such clinic is conducted by the UNC medical fraternity, while another is run by the Duke University Comprehensive Cancer Center, which also supplies information and tips on quitting through a toll-free answer line (800-672-0943). Roberts is charged with false pretense in the sale of a Carrboro home in September" 1 975, saying the home was free of any previous liens or mortgages, although a lien was discovered from a loan made to Roberts to build the house. Former GOP head Rogers Morton dies EASTON, Md. (AP) Rogers C.B. Morton, cabinet secretary for two presidents, a five-term Maryland congressman and former head of the Republican Party, died at his home near here Thursday. He was 64. Morton? who was operated on for cancer of the prostate in 1973 and for a related problem in 1978, had been confined to his home for four weeks. Morton served in Congress with two presidents-to-be, Richard Nixon and Gerald Ford, then served in both their cabinets as interior secretary for Nixon and commerce secretary for Ford. Morton also served as a campaign official for both Nixon and Ford. Morton was elected to five terms in Congress, representing the Eastern Shore from 1962 until 1970. For part of the time he served in the House, his older brother, Thurston Morton, represented Kentucky in the Senate. Leader says Japan must combat Soviet arms TOKYO (AP) Japan must increase its military strength to counter a Soviet arms buildup in Asia and needs as much deterrent power as possible, Prime Minister Masayoshi Ohira said Thursday. He also said trade friction between Japan and the United States can be eased but probably not eliminated. The 69-year-old Japanese leader, who is to leave April 30 for summit talks with President Carter in Washington, said the defense topic likely will arise then. However, observers here say trade is expected to play a larger role in the talks. Bomb kills one as Egyptians vote on treaty A parcel bomb killed a postal worker in Cairo Thursday as Egyptians voted in a referendum on the peace treaty with Israel. The bombing in Egypt occurred in Cairo's central post office. Four workers were injured in the explosion of the package. Egyptians blamed the parcel bomb on Arab opponents of their nation's peace with Israel. Egyptian police authorities who are supervising the vote count said unprecedented turnout for the referendum which President Anwar Sadat predicted would draw 99 percent yes votes. Ugandan minister urges end to killing K AM PALA, Uganda ( AP) Uganda's new defense minister told thecitizens of the battle-ravaged nation Thursday to stop killing for vengeance because the government is to rule by the law. Tanzanian and Ugandan troops continued their slow march north and east to wipe out remaining pockets of soldiers loyal to deposed dictator Idi Amin. Murders continued in areas beyond the new government's control. Amin has disappeared after losing his capital at the end of a five-month war that began when Ugandan troops invaded Tanzania late last year.
