In a television interview on ABC News, the president also placed part of the tjame on his GOP opponent and on human nature. Asked whether his sharp attacks on Reagan were a mistake, Carter responded: - "Yes, I will say that, but there is enough blame to go around. I think the press sometimes has failed to cover major issues. Reagan has made comments about me that were ill-advised and I have made some about him that were ill-advised. I would like to go back on the track." The president was reminded that he has been accused of being mean, vindictive and hysterical. lie replied: "Those charges are not accurate. I think it's true that when Reagan says I am desperate or vindictive or hysterical, he shares some of the blame.. .that the tone of the campaign has departed from what it should be for this highest office in the land." Asked whether he was apologizing, Carter said, "Sometimes human nature comes through and when I feel extremely deeply about a subject... it's incumbent on me to express it but 1 will try to do it with more reticence in the future." Hunt denies' charges RALEIGH Gov. Jim Hunt denied charges Wednesday that N.C. Department of Transportatiqn personnel were involved in a highway bid-rigging scandal. " . Hunt's Republican challenger, I. Beverly Lake Jr., made the charges dining a news conference this week. "There is no indication that I have heard of that any Department of Transportation personnel were involved in the highway-bids case," Hunt said Wednesday. "1 want to get to the bottom of this and an investigation will proceed." A total of four North Carolina construction firms have pleaded guilty to rigging highway construction bids. Two officials for the Charlotte based Re3 Construction Co. received prison sentences for their role in rigging bids. Hunt said the state was trying to recover profits made by the paving companies found guilty and said criminal jail sentences for those involved would be decided by the attorney general's office.. Staff Writer A dispute about the definition of residency given in campus election laws could result in a Student Supreme Court case, a member of the Campus Governing Council said at its meeting Tuesday. Tom Lambeth, CGC District 20 representative, said although he had moved from his district, he still legally represented it. The CGC bylaws state a member of the council must be a resident of the district he or she represents and the election bylaws say a student lives in the residence he is listed with in the UNC Office of Records and Registration. Because Lambeth is still listed with the records office as living at his former residence, he is technically a resident of District 20. ' "Technically, to answer the question, I live in my district," Lambeth said. "There is an ambiguity in the laws that needs to be looked at. It needs to be cleared up for future reference." The council referred the question to its Rules and Judiciary Committee. The council unanimously voted at its meeting to allocate $204.20 to UNC's literary magazine, Cellar Door, to pay the organization's phone bills. The Black Student Movement received $6,3S0to pay for the Black Arts Festival to be held the week of March 18. This year's festival will feature a Broadway On Tour show, the Arthur Hall Afro-American Dance Company, a gospel group and theatrical modeling. The CGC appropriated $3,625 for last year's festival. The council also approved a bill to appropriate $687.50 to the BSM for Gospel Choir robes. Because the additional robes will cost $1,250, the CGC offered $562.50 in a loan repayable over two years.
