The Department of Education, which is trying to cut off about $90 million in federal funds to UNC for allegedly failing to integrate its campuses, pre sented its arguments from July to October. Richard Robinson, assistant to UNC President William Friday, said defense testimony would take about two months to complete. UNC officials contend they have complied with all civil rights laws and are substantially improving the five predominantly black institutions of the UNC system. Department of Education officials said in their arguments that while blacks comprise 22 percent of the state's population, they make up less than 8 percent of the students at the historically white campuses, of which UNC-CH is one. ' After Administrative Law Judge John Mathias decides whether UNC's in tegration efforts have been adequate, Education Secretary Terrell Bell will decide whether funds will be suspended.
